SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
SNIPE CREEK INSTREAM RESTORATION PROJECT
C.1 Scope of Work:
Work includes furnishing all materials, equipment, and labor required to rehabilitate approximately 2,500 ft of stream corridor and the adjoining floodplain by constructing twenty log structures. Open up access, repair, reconnect and improve drainage along 1.5 miles of old logging road. Harvest and stage ≈ 65 second-growth conifers with rootwads attached, for helicopter transport. All wood required for construction will be staged by helicopter, near or adjacent to each structure. Work includes clearing, excavation, construction of log structures, staging of materials, construct and place erosion control devices, reopen approximately 8,000 ft access road, reconstruct 700’ of road for equipment access, pioneering 230’ of access road with puncheon, repair five stream crossings and supply equipment and labor rental to perform the work. Road will need to be opened and second-growth trees staged on access prior to helicopter arrival.
C.2 Location of Work:
The Snipe Creek Instream Restoration Project site is located on the Craig Ranger District, Prince of Wales Island, in the Cable Creek watershed off of the Hydaburg Highway 913. The work sites are located in Snipe Creek, and the equipment access point for the project is located along the Hydaburg Highway 913, ~ 1 mile south of the Polk Road (FS Road 21). Foot access for the project is the Trocaderos Bay Trail (FS Trail 51737), located just south of the Cable Creek highway crossing. The trail leads to Snipe Creek and the access road to be opened is located on the west side of Snipe Creek.
The Project area is located approximately 13 miles west of the City of Hollis on the (Hydaburg/Craig) State Highway 913. All work is on or adjacent to the main access road. The Prince of Wales Island communities are small cities with most facilities available in the Craig and Klawock area. The Prince of Wales road system is accessible only by marine or air transportation.
C.3 Description of Work:
Work includes reopening and reconstructing potions of an existing access road and constructing temporary spur to access stream locations, harvesting and staging wood for instream and bank structures, and reconnecting stream to the original channels diverted by road construction, and provide rental heavy equipment and laborers for stream and road/trail reconstruction. All work will be performed by the contractor as noted in the specifications, drawings and in SCHEDULE of ITEMS.
All stream work, access road construction, access road opening, tree harvesting and staging will be accomplished by equipment rental with a 110 size class Hitachi Backhoe (or equivalent), Laborer, and Timber Faller. Work is not limited to these functions and may include other tasks assigned to the heavy equipment or laborers.
The work will be divided into two segments. The first will be the reopening, reconstruction, timber harvest and staging along the equipment access road. Once the trees are staged, this material along with approximately 100 old-growth logs will be staged by helicopter at work sites along the stream channel. Due to the limited availability of aircraft suitable to stage these materials, the exact date which these materials will be delivered is not known, but is anticipated to be between July 8th and July 24th, 2009. Once materials have been staged, the second segment of the project will include the construction of a 230’ puncheon access road and construction of instream structures and the rehabilitation of the puncheon access road and drainage repairs. Instream construction will begin at the upstream end of the project and progress downstream towards the access point, once at the access site the equipment will then be moved to the downstream end of the project and will work back upstream toward the access point. Upon completion of instream construction, access road rehabilitation and drainage repairs will be made to as the equipment egresses from the project area. At the end of the project the access road will be closed where it enters the Hydaburg Highway.
The harvesting and stockpiling of trees for structure construction cannot be done in advance of fish timing window as fish bearing streams must be crossed for the project. Instream construction must occur after the helicopter delivers the logs somewhere between 7/3 to 7/24 and completed no later than 8/3/2009. All road opening, road rehabilitation, road repair, road closing, road drainage work, and project cleanup will be completed between 6/1/2009 and 8/8/2009.
Option A
This option would include an additional ten hours of equipment and laborer time for road rehabilitation, road repair, road closing, instream work, construction of log structures, and project cleanup and would be completed between 6/1/2009 and 8/3/2009.
Option B
This option would include an additional ten hours of equipment and laborer time for road rehabilitation, road repair, road closing, instream work, construction of log structures, and project cleanup and would be completed between 6/1/2009 and 8/3/2009.
Option C
This option would include an additional ten hours of equipment and laborer time for road rehabilitation, road repair, road closing, instream work, construction of log structures, and project cleanup and would be completed between 6/1/2009 and 8/3/2009.
A work start up schedule will be negotiated between the Contractor and the CO. It is critical that the work be done during dry weather conditions. Depending on weather conditions longer hours may need to be worked or work delays may occur from high flows. The Contractor’s equipment and staff will remain flexible in order to complete the project on schedule.
All work will be directed by the COR in the field.
Price Range: $25,000 - $100,000
C.4 General Conditions
Equipment will at times be working within or around live or dry streambeds and floodplains. Some work will require operation in or around flowing or ponded water up to five feet in depth. Equipment will be used to open an old access road to the work site, harvest second-growth trees along the access route and stage harvested trees for transport by helicopter. A new access road, approximately 230’ in length, will be pioneered from the existing access road to the stream channel. This road will require the use of puncheon to avoid resource damage. After completion of tree staging, these materials and additional trees will be flown by helicopter and staged at each structure site for placement. It is anticipated that materials will be flown approximately two weeks after staging has occurred. Given the limited availability of suitable aircraft for the staging of materials, the exact date when materials will be available at each structure is not known, and could be in excess of four weeks from the start of the project. Equipment will construct log jams and large wood structures by placing, or digging, placing and then backfilling around trees and large wood. Old-growth trees flown in from areas outside of the equipment access route will typically be 24”DBH and 60 ft. in length, and while some trees may be larger the weight of a single tree will not exceed 9,500 lbs.. Excavators will excavate trenches, place trees and woody debris in the stream channel and within the stream banks. Laborers and fallers will be used to cut trees, choke trees for picking and moving by heavy equipment, and assist in construction of log structures.
C.5 Instream General Description of Work Units
C.5.1 Tree Extraction and Stockpiling
Selected trees from the access road will be harvested, rootwad attached, with the excavator provided by the contractor. These trees will be stockpiled in a manner which allows efficient extraction by helicopter. Seven second-growth trees adjacent to the access road and/or stream channel will be felled onto the floodplain by a qualified timber faller provided by the contractor. Timber falling and stockpiling will commence at the CORs discretion. Trees designated for extraction and stockpiling will be marked by the COR in the field.
C.5.2 Log Structure Construction
After material is stockpiled at each site by helicopter, structure construction will begin. Structures will be constructed with an excavator which shall have qualified operators with >1,000 hours experience;
operators with past in-stream work experience preferred. Equipment used for this project must use nontoxic, biodegradable hydraulic fluid which meets the Acute Toxicity (LC-50) criteria adopted by the U.S. Fish & Wildlife Service and the U.S. EPA requirements 560/6-82-002, 560/6-82-003.
Log structures “Formidable, Multi-faceted Frames” are constructed of trees. The principal of these structures is based on a triangle frame which is keyed into the banks or buried in substrate. Depending on the objective, the size of these structures can vary from 6 to 10 trees with associated boulders and stream materials. Conceptual designs are generated for each site and then field engineered to adapt for varying site conditions. Log structures are primarily located at each channel bends and steps throughout the project area for conceptual layouts and configurations (See attachments 1, 2, and 3).

106.01 Conformity with Contract Requirements.

Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.
References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.
Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.
Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is stricter.
Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range.
The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.
When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.
The Government may inspect, sample, or test all work at any time before final acceptance of the project.
When the Government tests work, copies of test reports are furnished to the Contractor upon request.
Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.
Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to 106.05 inclusive.
The primary method of acceptance is specified in each Section of work. However, work may be rejected at any time it is found by any of the methods not to comply with the contract.
Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.
(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:
(1) Sampling method;
(2) Number of samples;
(3) Sample transport;
(4) Test procedures;
(5) Testing laboratories;
(6) Reporting;
(7) Estimated time and costs; and
(8) Validation process.
If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory.
Use a third party laboratory accredited by the AASHTO accreditation program. Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.
The CO will review the proposed resolution protocol and may modify it before final approval and execution.
The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol. If the validity of the Government test results cannot be determined, the Contractor and Government will equally share all costs associated with developing and carrying out the resolution protocol.
(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:
(1) Have the work accepted at a reduced price; or
(2) Be given permission to perform corrective measures to bring the work into conformity.
The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.
Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:
• Description of the item spilled (including identity, quantity, manifest number, and other identifying information).
• Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.
• Exact time and location of spill including a description of the area involved.
• Containment procedures.
• Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.
• Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.
When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.
The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

For temporary access that will be decommissioned or stored on stream restoration projects, clear and grub only those areas needed to facilitate equipment access.
(i) General. Do not disturb material and vegetation outside the construction limits.
Incorporate only suitable material into embankments. Retrieve material deposited outside of the clearing limits as directed by the CO. Place unsuitable material in designated areas.
(ii) Pioneer Roads. Conduct excavation and placement operations so material to be treated under Section 201 will not be incorporated into the roadway unless specified in the slash treatment method.
Maintain drainage during pioneering operations.
Remove snow and ice in advance of the work and deposit beyond the roadway limits in a manner that will not waste material or generate sediment. Place snow or ice in a manner to prevent resource damage.

584 – Log Structures
Description
584.01 This work consists of collecting, transporting, furnishing, fabricating, and installing log and timber structures, and all associated hardware and other required materials for constructing instream structures and logjams when specified in the contract.
Materials
584.03 Logs. Logs / trees furnished by the government for instream structures and logjams will not be modified unless prior approval is obtained from the CO or their designee.
584.04 Timber & Lumber. Logs for instream structures, logjams, and diversions will be designated in the field by the CO.
Construction
584.06 General. Handle all logs and timber carefully to prevent damage to the wood and/or preservative treatment.
Dispose of all debris resulting from operations in accordance with Section 201 and as approved by the CO or their designee.
584.07 Performance. Construct instream structures and logjams as shown on the plans, with attention paid to the details of erection, fit-up, and connection. Obtain written approval for all deviations from the CO.

622.02 Rental Equipment.
The following is added:
The CO will designate location of work for the Contractor. The Contractor will construct the work items AS SHOWN ON THE DRAWINGS, or as required by the CO or their designee at the site.
The CO will designate native materials (logs, trees, rootwads, etc) to be used on the work site. The Contractor will excavate, cut, transport, move, clear, place, construct and operate in a safe manner consistent with OSHA regulations.
622.04 Method.
Delete the 3rd paragraph and replace with the following:
Do not measure standby time, or time for moving equipment to or from the project or between project worksites. All preventative maintenance, lubrication and fueling of equipment will be done outside of work hours. Do not measure non-operable equipment or equipment dependent upon another piece of non-operable equipment.

D.1 PROJECT LABELING FOR OFFICIAL CORRESPONDENCE
The Government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award.

52.242-14 Suspension of Work (APR 1984)
F.2 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984) Alt 1 (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than August 8, 2009. The time stated for completion shall include final cleanup of the premises.
The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 6/1/09.
The completion date will be extended by the number of calendar days after the above date that the Contractor receives he notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
Section G – Contract Administration Data
G.1. ADMINISTRATION
(a) CONTRACTING OFFICER’S REPRESENTATIVE. The Contracting Officer will designate a representative, hereinafter referred to as the Contracting Officer’s Representative (COR) or, alternatively, as the Engineer, who will provide on-the-ground administration for the Government. The COR will be designated in writing and a copy of the designation will be furnished to the Contractor before or at the pre-work conference. The Contractor is cautioned to read the COR designation because certain authority under the contract is reserved solely for the Contracting Officer. The term “Contracting Officer” as used throughout the contract shall be interpreted to include the Contracting Officer’s designated representative(s) acting within the limits of their delegation of authority.
(b) CONTRACTOR’S REPRESENTATIVE. Any representative of the Contractor shall be designated in writing. The designation shall clearly indicate the name and limitations of authority, if any, of the representative.
G.2. PRE-WORK CONFERENCE
Prior to commencement of work, the Contractor shall meet with the Contracting Officer to discuss contract terms, work performance requirements and Work Progress Schedule.
SECTION H – SPECIAL CONTRACT REQUIREMENTS
H.1 AGAR 452.236-73 ARCHAEOLOGICAL OR HISTORIC SITES (FEB. 1988)
If a previously unidentified archaeological or historic site(s) is encountered, the contractor shall discontinue work in the general area of the site(s) and notify the Contracting Officer immediately.
H.2 ORDER OF PRECEDENCE—CONSTRUCTION
(a) Any inconsistency in this solicitation or contract may be resolved by giving precedence in the following order:
(1) The Schedule (UCF Sections A—H) (excluding the specifications);
(2) Representations and Instructions (UCF Sections K—M);
(3) Contract Clauses (UCF Section I);
(4) Other Documents, Exhibits, and Attachments (UCF Section J) (including FSSS and drawings); and
(5) The specifications (FP-03).
(b) The following general guidelines apply to (a)(4) above:
(1) The contract plans furnished by the Government showing the location, type, dimensions, and details of the work generally take precedence over drawings (here, drawings are design sheets or fabricaion, erection, or construction details submitted to the Government by the Contractor according to FAR Clause 52.236-21, Specifications and Drawings for Construction, or other Contractor submissions and submittals).
(2) On plans and drawings—
(A) Figured dimensions generally take precedence over scaled dimensions;
(B) Large-scale contract plans and drawings generally take precedence over small-scale contract plans and drawings; and
(C) Schedules on contract drawings generally take precedence over any conflicting notations on contract drawings.
(c) Promptly upon identifying any inconsistencies, the Contractor shall notify the Contracting Officer of the observed inconsistencies along with its intended or proposed resolution.
(d) This contract may contain the clause at FAR 52.214-29 (Order of Precedence—Sealed Bidding) or FAR 52.215-8 (Order of Precedence—Uniform Contract Format). If so, this clause H.2. supplements the FAR clause
H.3 LANDSCAPE PRESERVATION
(a) Confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Unless otherwise agreed to by the CO, retrieve material which falls outside of these limits and either incorporate the material in the work or dispose of the material as directed by the CO.
(b) Schedule and conduct operations to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.). Install silt fencing as directed by the COR around areas immediately next to streams and ponds to mitigate suspended sediments when designated on the drawings.
Do not discharge pollutants such as raw sewage, and other harmful materials into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Do not allow wash water or waste water from concrete or aggregate operations to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.
Collect and return waste motor oils, fuels, lubricants, bitumens and similar hydrocarbons to the supplier. Comply with the requirements of 40 CFR 279, Standards for the Management of Used Oil. Do not discharge hydrocarbon products on the ground, use them for road oiling, or bury them in a landfill.
Do not operate mechanized equipment in live streams without written approval of the Contracting Officer.
(c) CREEK CROSSINGS: Schedule and conduct instream work to minimize disturbance to streams.
1. Power spray wash and clean all equipment before entering within the highwater mark of any stream. Ensure washing is conducted at the Contractors facilities or in a rock pit away from any live streams.
2. Do not cross live streams without Contracting Officer or their designee’s approval.
3. No machine Instream work will be permitted if fish eggs are present in the gravel or adult fish are present in the stream. Work windows are summarized in the below table:

The Forest Service is responsible for obtaining all permits associated with instream construction activities (COE, ADFG).
The contractor is required to obtain all necessary permits for transportation of heavy equipment on and across State of Alaska roads and other project operations (fueling, oil/diesel storage, etc) from the following State of Alaska and Federal Agencies:
1. ADEC - Alaska Department of Environmental Conservation.
2. ADGC – Alaska Department of Governmental Coordination.
3. Local Municipalities
H.4 USE OF PREMISES
(a) Obtain written approval from the Contracting Officer before opening or operating on National Forest land or lands administered by the Forest Service any quarry, borrow pit, storage area, detour, or bypass site, other than SHOWN ON
THE DRAWINGS.
(b) No camps will be allowed for this project.
(c) Sanitation Facilities: Provide and maintain the following facilities for the work force at the camp, unless provided otherwise.
1. Comply with State of Alaska wastewater disposal regulations 18 AAC 72 for domestic sewage.
2. Ensure that the design, operation, and maintenance of all solid waste systems under Forest Service jurisdiction meet all Federal, State, and local requirements. Meet State of Alaska solid waste management regulations (18 AAC 60) and Federal regulations contained in 40 CFR 243, 40 CFR 245, 40 CFR 257, and 40 CFR 258. Remove solid wastes and/or residues and dispose of in approved commercial landfills.
3. Meet the requirements of 40 CFR 112 (Oil Pollution Prevention) for fuel storage. Meet the requirements of 33 CFR 150 and 33 CFR 154 for facilities transferring oil or hazardous materials in bulk.
(d) Do not begin any development until a plan for development and cleanup is submitted and approved by the Contracting Officer. Include the following information on this plan:
1. Location and size of the proposed equipment storage areas.
2. Stock pile locations.
3. Pit development plan if required.
4. Equipment and fuel storage area and Spill Prevention Control and Countermeasure (SPCC) plan.
Forest Service will review plan as submitted for completeness and applicability. Proposed modifications of Contractor's plans will be discussed with the Contractor prior to approval. Any modifications agreed upon will be incorporated in a revised set of plans.
H.5 CONTRACTOR'S USE AND MAINTENANCE OF EXISTING ROADS
The Contractor is authorized to use roads in the immediate construction project area for performance of work under this contract. Such roads are those which are necessary for direct access to designated borrow sites, quarries, stockpile sites, waste areas, equipment unloading ramps, and other approved work areas. The roads authorized for use will be subject to the following general conditions:
(a) Federal Regulations contained in 36 CFR 261.12; except vehicle weight will not exceed that of AASHTO HS20-44 and/or U80 Loading. Submit written requests to the CO for approval to use L90 and U102 overload Loadings on roads authorized for use. Regulations prohibit damaging a road or blocking a road open to use by others, except as otherwise provided in Special Project Specification 104.
(b) The Contrator will be operating near and off of a paved State of Alaska road. The Contractor will take all precautions to prevent any damage to the road, road surface and bridge. The Contractor will provide mats or similar equipment to prevent pavement damage. Any damage caused by the contractors operations will be repaired at the Contractors expense and at no additional cost to the Government.
The Contractor is responsible for and will perform road maintenance on Forest Service roads in the construction area commensurate with his use. Perform road maintenance at such intervals that prevent deterioration of the roadway, or as directed by the Contracting Officer.
H.6 ROAD MAINTENANCE REQUIREMENTS
Perform road maintenance work on the required roads in accordance with the following:
(a) Maintain and repair any road or bridge damage caused by the Contractors operations.
H.7 EMERGENCY CONTROL
(a) Immediately extinguish without expense to the Government all fires on or in the vicinity of the project which are caused by the Contractor's employees, whether set directly or indirectly as a result of construction operations, with or without direction by the Forest Service. The Contractor may be held liable for all damages and costs of additional labor, subsistence, equipment, supplies, and transportation deemed necessary by the Government resulting from fires set or caused by Contractor's employees or resulting from construction operations.
(b) Contractor's Responsibility for Controlling Other Emergencies - When requested by the Contracting Officer, allow the Forest Service to temporarily use employees and equipment for emergency control work. Payment will be made at not less than the current area rate established by the Forest Service.
(c) Fire fighting equipment will be required during the fire season from May 10 to August 31, and during any other period of fire danger designated by the Contracting Officer.
Furnish rust-free fire tools to equip all workers employed in Contractor's operations at each separate work site. Maintain tools in serviceable condition and keep tools in one or more weather-tight fire tools boxes. Paint fire tools boxes red, mark "tools for Fire Only" with letters at least 75 mm high, and keep sealed. Post a list of the contents inside each fire tool box so as to be visible when opened.

Equip each internal combustion engine with a spark arrester qualified and rated USDA-Forest Service, Standard 5100-1, unless it is:
(a) Equipped with a turbine-driven exhaust supercharger such as the turbocharger. There shall be no exhaust bypass.
(b) A multi-position engine, such as on a chain saw, which is equipped with screen arrester, as described in the Forest Service Spark Arrester guide.
A spark arrester, which does not meet the requirements in this guide may be approved upon submission of acceptable proof that the arrester is at least 80 percent efficient in retention, attrition, or destruction of carbon particles. Such arrester may be required to meet higher standards as improvements in design and efficiency are discovered.
(c) A passenger-carrying vehicle or light truck intended primarily for use on roads, and equipped with a factory designed muffler and exhaust system.
(d) A heavy duty truck, such as a dump or log truck, or other vehicle used for commercial hauling, used only on roads and equipped with a factory designed muffler and with a vertical stack exhaust system extending above the cab.
Properly install and constantly maintain in serviceable condition all exhaust equipment described in this Subsection, including spark arresters and mufflers.
Equip each unit of mobile or stationary power equipment, including trucks, with one shovel, and at least one fire extinguisher meeting one of the following specifications:
1. 2-1/2 pound size or larger dry chemical type.
2. 4-pound size or larger carbon dioxide type.
Test or check each extinguisher for proper functioning prior to the beginning of fire precautionary period.
Provide each gasoline power saw with one chemical-pressurized fire extinguisher of not less than 8-ounce capacity by weight. Maintain the extinguisher in good working order at all times.
Do not burn camp refuse, brush, slash, or debris such as that resulting from clearing around camps or on rights-of-way, without the written approval of the Contracting Officer. Submit written requests for burning to the Contracting Officer at least 48 hours in advance of intended burning. The Contracting Officer will approve routine camp refuse disposal incineration in the camp development proposal.
H.8 CONSTRUCTION STAKES, LINES, AND GRADES
The Government will mark the limits of borrow sources, designated trees for harvesting, and perform all construction staking for the project.
H.9 PROSECUTION OF WORK
It is important the Contractor, COR and Project Inspector work together to accomplish the work in a a safe and expeditious manner during the project.
Safety is a major concern during the project and the Contractor is responsible for the safe prosecution of the project. The COR and project inspector will work directly with the Contractor and crew to delineate project tasks and direct work. The Contractor will take the direction and tasks required by the COR and accomplish the work in a safe manner in accordance with all State and Federal OSHA requirements.
A large part of the project will be conducted within a live stream channel and work may be stopped at the discretion of the COR or project inspector when streamflow or other environmental conditions are determined to be a safety hazard or will cause resource damage.
Areas of weak ground may be crossed on this project. When areas of soft ground are encountered they will be reported immediately to the COR for determination of required action. Any work required to firm these areas up will be part of the equipment rental work item.
Depending on subsurface conditions encountered and the quality of subsurface materials, design changes may be made by the COR in the field. These changes will only adjust grades and locations of channel dimensions or structures and will be covered under the equipment rental pay items.
H. 10 MAINTENANCE FOR TRAFFIC
Other highway traffic, construction work and logging will occur in the vicinity of the project area. Contractor is responsible for coordinating traffic control and road work notifications with the general public and others Contractors to minimize access and safety conflicts.
If necessary, coordination between other public works or timber operators will be mutually agreed to in writing with concurrence of the COR and the Craig Ranger District. For information on all roads, contact; Brian Barr at Craig Ranger District (907) 826-1612.
Unless otherwise SHOWN ON THE DRAWINGS or described in the SPECIAL PROJECT SPECIFICATIONS, keep existing roads open to all traffic during road improvement work, and maintain them in a condition that will adequately accommodate traffic. Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a plan for the satisfactory handling of traffic has been approved. Specific requirements for temporary closures, detours, part-width construction, and access to adjacent or intersecting facilities will be SHOWN ON THE DRAWINGS or described in the SPECIAL PROJECT SPECIFICATIONS or H CLAUSES.
