SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 General. The purpose of this contract is to provide sustainment support of the Air Force Total Ownership Cost system (AFTOC) for the Air Force Cost Analysis Agency (AFCAA). The AFTOC system serves as a centralized data repository, collecting and standardizing cost, logistics, and programmatic information from over 26 distinct Department of the Air Force data sources. The platform provides detailed and summarized information to approved DoD users and sponsored contractors, offering in-depth operations and support cost data on a wide array of major weapon systems and sub-systems, including aircraft, space systems, missiles, munitions, command and control, ground equipment, and Air Force infrastructure. AFTOC's mandate stems from the Office of the Secretary of War Cost Assessment and Program Evaluation (OSW CAPE) and is guided by DoDI 5000.73, which outlines procedures for cost analysis. The system is managed by the Headquarters United States Air Force AFCAA Operations and Support (O&S) Division, SAF/FMC/AFCAA/FMCY Program Management Office (PMO).
1.2 Scope The contractor shall provide essential subject matter expertise for Department of the Air Force (DAF) and Department of War (DOW) functional and data systems to support the Air Force Total Ownership Cost (AFTOC) program. Under the direction of the Program Management Office (PMO), the contractor will work as an integrated part of the government team alongside the 520 SWES/MXDPC Software Support Flight.
The core of this requirement involves managing the entire data lifecycle—from collection and transformation to validation and presentation—for the AFTOC system. This includes database maintenance, Information Technology (IT) and server support for infrastructure at Hill AFB and in the Common Computing Environment (CCE), and providing deep functional expertise in AF financial, maintenance, supply, and logistics systems.
The contractor will also act as a technical and programmatic liaison to the AFCAA PMO. Key Contractor responsibilities will include Data Lifecycle Management: Assist the 520 SWES/MXDPC with the collection, transformation, validation, and presentation of data from various DAF and DOW systems using government-furnished tools. System Maintenance and Support: Provide database management, data production, and IT support to maintain and update the AFTOC system, its servers at Hill AFB, and its presence in the Common Computing Environment (CCE). Functional Expertise: Apply a detailed understanding of Air Force financial, maintenance, supply, and logistics data systems to integrate disparate sources, providing unified cost and logistics information for DOW decision-makers. Team Integration: Fully integrate with the PMO and 520 SWES/MXDPC to form a seamless Government-Contractor team, with the PMO providing all work direction.
Government Property Stewardship: Manage all data, software, code, documentation, and other products as government property, ensuring their complete return upon contract completion as stipulated by DFARS 252.227-7022
1.3 Background. The OSW has mandated, through DoDM 5000.04 and DoDI 5000.73, that the Department of the Air Force (DAF) maintain a system to capture and report detailed O&S costs for its systems and subsystems. To meet this directive, SAF/FM and AFCAA require expert data system support to produce and analyze the data necessary for understanding acquisition and sustainment costs. The resulting data repositories and products are critical for identifying historical cost drivers across a wide range of DAF weapon systems. These analyses directly inform decision-making at the highest levels, supporting OSD, DAF Air Staff, Major Commands (MAJCOM)s, Space Force Field Command (FLDCOMs), and other federal agencies.
1.4 Roles and Responsibilities. The AFTOC PMO is responsible for providing program directions to the contractor and the 520 SWES/MXDPC Software Support Flight, acting as the Configuration Management Authority (CMA) for the AFTOC System to ensure operational user requirements are properly identified, documented, approved, and implemented. Any changes to Business Rules (BRs) must be approved by the Configuration Control Board (CCB). The PMO will act as the IT Sponsor/Configuration Control Authority (CCA) and have control of design solutions, while the Program Manager (PM) will serve as the Change Control Manager (CCM), moderating meetings and acting as the signing authority for approved changes. The contractor shall participate in all CCB reviews with voting rights, provide detailed analysis of proposed changes, and act as the Configuration Management Specialist (CMS) to ensure the change management process is followed and all documentation is maintained in a central location as designated by the government.
The contractor shall participate as CCB members representing each functional area of AFTOC responsible for the following:
1. Tracking and documenting project status updates
2. Identifying impacts of project and delivery schedule changes
3. Communicating required actions based upon project and delivery schedule changes
4. Ensuring required activities are executed.
The PMO may invite individuals from other organizations to serve as ADHOC CCB members as required to provide reviews, research, impact analysis, perform validation of identified problems or proposed changes, recommend implementation, and discuss impacts as necessary.
The PMO shall ensure the charter is up to date, at a minimum each year, and reflects the current CCB systems, members’ names, procedures, and that the repository of the documents are in place and up to date.
1.5 Sustainment. The contractor shall collect, standardize, and integrate data from several information systems as well as maintain the established and documented BRs to continue operation of the AFTOC data warehouse, system and end user reporting tools. The contractor shall maintain data tables and ensure they are accessible through PMO-specified tools like Business Objects Web Intelligence and Tableau. The contractor shall assist the 520 SWES/MXDPC in maintaining user access to all designated tools and training maintained on the AFTOC website. The contractor shall enable the AFTOC user community by providing training on data access, comprehension, and application. This includes communicating relevant data changes to ensure users understand all available data sets and creating custom reports as directed by the PMO.
This requirement applies to all factors related to the cost of uniquely definable unclassified systems as follows:
