The 502d Contracting Squadron at Joint Base San Antonio (JBSA)-Randolph, San Antonio, Texas intends to establish one (1) pre-priced Blanket Purchase Agreements (BPAs) for AFSFC Civilian police badges and wallets, to vendors whose offer represent the best overall value to the Government. Best value will be based on Lowest Price Technically Acceptable (LPTA).

Instructions to Offerors:

2. Offerors shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation IAW the salient characteristics and brand name requirements outlined in Attachment 1.

Evaluation of Offerors:

The Government intends to issue a single BPA to a single offeror deemed to represent best value to the Government. The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in the solicited item description.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 4 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price.

1. Offerors will be determined to be technically acceptable when their quote clearly provides products meeting the requirements of Attachment 1.

2. The offeror’s price will be evaluated by adding the offered price of each item to develop a total price.

The Government will not pay for any information provided under this notice. All offerors must be registered in System for Award Management (http://sam.gov/) to be considered for a Blanket Purchase Agreement.
