1-Question:
Can you tell us what the DE-JTO desired started dates are for each of the Tasks (are they all the same starting date?)?

d. BC-12 1-Answer:
The DE JTO desires to keep the start dates on all tasks as close to each other as possible to help our review/decision point cycle.
2-Question:
Can you tell us what the DE-JTO desired Period(s) of Performance are for each of the Tasks (are they all the same PoP?)?
a. BC-9

2-Answer: Provided in announcement:
The Period of Performance desired for the tasks above can be up to 3 years which are broken into roughly 12-month “phases” with each phase representing a logical break-point in the effort. A downselect and decision will be made yearly to determine whether the project will go on to the next phase. Page 14 para iv.
Guidance for performance length on each is provided on page 14 under paragraph v.
3-Question:
Page 1 (of 18) shows a deadline of 9/14/2021; page 12 (of 18) shows a deadline of 8/27/2021. Can you clarify what is the deadline for the submissions of whitepapers for each of the Tasks (are the deadlines all the same?)?

3-Answer:
To be considered in this concentrated evaluation cycle, White Papers need to arrive by the time indicated on August 27th. Any White Papers received after that date but before the September 14th date are considered “out-of-cycle” and will be considered after the awards of the concentrated cycle if there is funding available. However, funding is frequently already dedicated and out-of-cycle White Papers have low chance of being picked up.
4-Question:
The BAA lists funding ONLY for GFY2017 through GFY2022 (on page 2 of 18 and on page 10 of 18). In the Program Description /Statement of Objectives (Section 1, pages 3 through 7 of 18) the Amendment requests three-year program durations for all technical tasks.
a. Does DE-JTO desire us to propose one-year programs to complete all described scope?
b. Does DE-JTO desire us to propose three-year programs to complete the described scope, as delineated on page 14 (of 18)?
c. Does DE-JTO intend to fund only year 1 of these programs?
d. Does DE-JTO intend to fund all three years of these programs during the first year of the programs?
e. Are funds available for execution of Years 2 and 3 of each program?
4-Answer:
a. Page 14 paragraph iv indicates that the initial phase (roughly 12 months), the technical period, may be extended to continue the effort into subsequent phases (also roughly 12 months) through a negotiated modification. Each proposed phase should have a logical break-point and total proposed schedule is not to exceed 57 months.
b. Page 14 paragraph v indicates that if the proposed effort exceeds 12 months a ROM for each phase will need to be included as described in part 4.
c. There are adequate funding levels available to support efforts beyond FY22 if additional phases are negotiated.
d. No.
