About this file

This document is a Questions and Answers (Q&A) file for an Ambulance Services contract at Edwards Air Force Base and AFRL (Air Force Research Laboratory). The document reveals key details about the potential solicitation, including that the government has 6 ambulances (currently only 3 staffed), seeks to integrate main base and AFRL services, and is conducting market research to maximize competition. Current challenges include the remote location making staffing difficult, limited promotion opportunities, and inconsistent medical coverage. The government is open to flexible staffing models, potentially expanding beyond the current 12-hour Mon-Fri shifts, and will use a Request for Quotation (RFQ) to obtain firm, fixed-price quotes. The current contract is CSC Compliant Contract Act compliant, vehicle maintenance is handled by GSA every 10,000 miles, and while a full-time manager is not required, a point of contact for performance issues will be needed.

Ambulance Services Q&A

Q: Will this be a SB set aside?

A: This requirement is unique, and we would like to have as much competition as possible.

Q: Will you consider a RFP instead of a RFQ?

A: "As required by the FAR, we will use a Request for Quotation (RFQ) to obtain firm, fixed-price quotations that meet our defined requirements.

Q: Will we entertain a new EMS System to combine AFRL and MDG?

A: The goal is to integrate main base and AFRL

A: AFRL cannot speak to that. What we can speak to is if there is a significant cost increase, we are not confident AFRL could foot the bill, and furthermore, if I understand correctly this is really a DHS and DoD decision, not a local decision.

Q: Will we do a sources sought?

A: To ensure we have a thorough understanding of the market and can achieve maximum competition, we plan to conduct market research, potentially including a sources sought notice, to identify potential sources.

Q: Will we have living quarters for 24/7 employees to sleep and shower at?

A: As discussed in our meeting this week, we can easily add living quarters to the current location. There are showers in the gym and a work order can be placed to add a shower to each restroom facility in the current location. Furthermore, there is a partial kitchen that can be upgraded to add a stove. Additionally, there may be flexibility in the newly remodeled CE compound that could accommodate this better.

Q: Why use government ambulance instead of KTR ambulances?

A: We have the vehicles to complete the job, we just need the people to man them.

A: AFRL concurs with the above statement, will entertain all offers to help find a solution.

Q: What is the CLIN structure going to be?

A: The CLIN structure has not yet been developed, still in Market Research phase.

Q: Is current structure on CSC Compliant Contract Act?

A: Yes

Q: What are the challenges we’ve faced?

A: Edwards AFB is remote. Getting people to make the drive out here makes it difficult to staff.

A: We have had significant personnel and management challenges. AFRL is even more remote than Edwards proper. Limited promotion and training opportunities.

Q: Is there any consideration to have more than 2 EMTs or 2 Paramedics?

A: If that’s how they want to staff it to meet the required hours we are looking for without increasing cost then yes.

Q: How many ambulances do we have?

A: 6

Q: Are all the ambulances staffed?

A: No, 2 staffed at main base and 1 staffed at AFRL

Q: Does the fire department have EMTs and Paramedics?

A: They have EMTs, but not paramedics

Q: Who does maintenance on vehicles?

A: GSA does maintenance every 10,000 miles

Q: Do we want KTR to supply equipment?

A: That is not a requirement on AFRL’s end we will defer to MDG, however we are entertaining all offers to help find a solution.

Q: Will we reconsider the 12-hour shift Mon-Fri and have 24/7 services?

A: We will entertain all offers to help find a solution.

Q: Will we need medic support outside those hours?

A: Rarely, sometimes will be needed on Saturdays

Q: Are there ever 24/7 operations at AFRL?

A: We never have, but there potentially could.

Q: Discrete FTE for contact manager?

A: No not required to employ manager. Will need POC to contact for performance issues.
