About this file

This document is a Request for Information (RFI) for a Computed Tomography (CT) Scanner issued by the Air Force Research Laboratory (AFRL). The RFI seeks U.S. sources capable of providing a sophisticated CT scanner with specific technical requirements, including a non-contact 225 kV emission system upgradable to 450 kV, a 500 lbs manipulator capacity, a 24" diameter scanning envelope, digital image enhancement capabilities, and ability to combine multiple scans. The solicitation targets potential suppliers in the Analytical Laboratory Instrument Manufacturing sector (NAICS code 334516), with a small business size standard of 1,000 employees.

Responses are due by 20 March 2025 at 4:00 p.m. PST and must be submitted to Contracting Officer Daniel Thompson and Contract Specialist Robert Baker. The RFI emphasizes that this is market research for potential future procurement, with no guaranteed contract, and requires interested vendors to provide company details, experience, business size classification, and socioeconomic status. The final delivery location is Edwards Air Force Base in California, with vendors expected to deliver the CT scanner within 60 days of potential contract award.

AFRL/RQR 2025 CT Scanner Salient Characteristics

The minimum Government agency specifications for a suitable Computed Tomography (CT) system are as follows:

1. Non-contact 225 kV emission CT system capable of being upgraded to 450 kV.

2. Ability to deliver CT system within 60 days of contract award.

3. Manipulator capacity of 500 lbs.

4. Maximum external dimensions of 120"x90"x100" LxWxH.

5. Minimum scanning envelope of 24" diameter and 48" height.

6. Ability to provide digital image enhancement above detector limit. (Sub-pixel resolution)

7. Ability to digitally combine multiple scans of a single article.

8. Utilize an 18" worktable.

9. Ability to produce a minimum <1000 nm focal spot size.

10. Provides a dual-tube configuration of 225 and 450 kV.

11. Independent axis control.

12. End-user site installation and training.

13. Computer-based controller with interface software.

14. Interface software that facilitates output of surface data in the form of three-dimensional point position, comparison of digitized surface of scanned part to a CAD model, dimension inspection, and output of digitized surface models for import into CAD including SolidWorks and Inventor.

15. Provides end-state software/data package for customer 3/4D viewing of CT data.

16. <50 micrometer resolution at 225 and 450 kV.

17. Includes workstation, desk, and monitor with high capacity, high speed storage.

18. Ability to add turn-key automation in a dedicated scan cell with built-in safety that operates from the same software without any additional software and/or hardware integration required.

20. Software includes built-in GD&T, color-mapped comparisons to CAD, user-defined datums, auto-surfacing as analysis capabilities, report generation and overall ease of use.

21. Ability to digitally assemble to inspect individually scanned components and determine how they will fit together when assembled.

22. Ability to calculate warpage compensations based upon material properties, thickness variations, and feature characteristics.

23. Built-in statistical processing.

24. Built-in radiation enclosure.

25. Utilize 7-axis manipulator.

26. Software allowing for fast image acquisition through spinning of the part and vertical movement of the emitter/detector.

27. Export including an executable viewer module with dataset which allows customers to view, rotate, slice, and manipulate CT data on a standard computer.

28. Software which allows for simulation of a scan to prevent crashing and ensure total article encapsulation by the scan.
