1. Scope: The work consists of furnishing all labor, tools, and equipment necessary to repair F15E parts to serviceable condition in support of the Air Force Enhancement Program (AFREP) and in accordance with technical orders (TO) and special qualifications identified elsewhere in this performance work statement (PWS).

Parts outlined in the performance work statement (PWS) exhibit(s) shall be furnished by 4 MXG/MXQG.

2. Description of Services/Introduction: Service Provider (SP) shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair F15E aircraft parts listed in Exhibit A.

3. Special Qualifications: IAW DAFI 21-101 Para 11.36 (ACC Supplement), the SP must have an approved

Source of Approved Repair (SAR) letter certified by MAJCOM AFREP Manager.

4. Requirements: All repairs shall be conducted in accordance with Department of the Air Force Instruction

(DAFI) 21-101, Air Combat Command Supplement, Paragraph 11.36 (available at www.e-Publishing.af.mil) and applicable technical orders. See Exhibit(s) for specific publications applicable to each part.

4.1. Inspections: SP shall perform and document an inspection/functional check upon receipt of part. If unable to repair the part, the SP must return the part at no cost to the Government. After parts have been repaired, an inspection/functional check shall be completed and documented.

4.2. Contractor Inspection Records: Records of inspections shall be kept and made available to the

Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.

4.3. Record of Repairs: Record of repair will consist of components tested, component serial number (S/N), test procedures used, and technical values compared to engineering specifications.

4.4 Repair/Shipment Timeframe: Standard repairs shall be repaired and returned (physically received by the

Government) within 40 days of part receipt at the SP’s location. If a part is deemed mission critical, the part will be designated as Mission Incapable Awaiting Parts (MICAP) by the Contracting Officer (CO) and/or the

Contracting Officer’s Representative (COR), the part shall be repaired and returned (physically received by the Government) within 20 days of part receipt at the SP’s location. Deviation from these standard timelines shall be approved by the Contracting Officer on a case-by-case basis. NOTE: Additional fee(s) for expedited repair and delivery of MICAP items shall be identified in individual task order as a separate contract line item number (CLINS). For example, a task order for five current monitors in which two are identified as MICAP would have CLIN 0001 for a quantity of five and CLIN 0003 for a quantity of two - CLIN 0003 for the additional fee associated with the expedited service and shipment (i.e. above and beyond the “normal repair” cost for each item already identified in CLIN 0001).

4.4.1. The SP shall provide a shipment tracking number for the return shipment. All shipment costs shall be included in the repair cost, not an additional charge. Shipping documents shall accompany each shipment with the following minimum information:

4.4.1.1. Date shipped

4.4.1.2. List of part(s) by NSN or PN, serial number if applicable, and nomenclature

4.4.1.3. Address shipment to: 4 MXG/MXQG

4.5. Products/Materials: All parts shall appear cosmetically new after repair. SP shall furnish the repaired product to the Government as the original equipment manufacturer (OEM) intended. The repaired product shall meet acceptance test procedures (ATPs) as intended by the OEM and be completed according to technical data. Prior to returning repaired parts to the Government, the SP shall provide certification that the repaired products are safe and fully qualified as an operational instrument on the F15E with a brief description of the repairs that were performed; certification may be provided electrically to both the CO and COR and shall be provided in writing.

4.6. Government Furnished Property (GFP): The parts supplied under this contract for repair are considered

Government Furnished Property (GFP) IAW DFARS 245.107(1)(i). Therefore, the SP shall use the Property

Transfer capability in the GFP Module to report receipt of all GFP. Use of the GFP Module is an acceptable property management system as required by DFARS clause 252.245-7003 and is considered mandatory under the terms of this contract. The GFP Module is available at the Procurement Integrated Enterprise Environment

(PIEE) at https://wawf.eb.mil/xhtml/unauth/home/login.xhtml.

4.7. GFP Training: Training for the GFP Module is available at https://dodprocurementtoolbox.com/site-pages/gfp-training. Reviewing lessons titled “GFP Property Transfer for Contractors” and “GFP Property

Transfer for Contractors- Extended Scenarios” are highly recommended.

4.8. Quality Control Plan: The Contractor shall establish and maintain a Quality Control (QC) Plan to ensure the requirements of the contract are provided as specified. The Contractor shall provide a QC Plan describing the inspection system for the requested services listed in the PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of unacceptable services. The

Contractor shall update the plan as changes occur, and changes shall be submitted for review and acceptance by the CO. The Contractor’s QC Plan shall contain, as a minimum, the following items:

4.8.1. A description of the inspection system to cover all services. Description shall include specific details as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspector(s).

4.8.2. A description of the methods to be used for identifying and preventing defects in the quality of service performed.

4.8.3. A description of how the records will be kept. Records must document all inspections and corrective or preventive actions taken.

5. Invoicing: IAW DFARS 252.232-7006, invoice and receiving reports shall be submitted via Wide Area Work

Flow (WAWF) using the Reparable Receiving Report (RRR). This report also initiates the return process, which enables the association of the repair service with the GFP Inventory maintained in the GFP Module. To return parts from multiple task orders in one shipment, the line item from the GFP Inventory shall be populated on the

RRR. When the Government accepts the RRR in WAWF, the GFP Inventory will automatically be updated to remove those parts that have been returned to the Government.

6. Warranty: SP’s standard commercial warranty.

7. Location: W ork is to be accomplished at the SP’s facility and returned to Seymour Johnson AFB at the address indicated in paragraph 4.4.1.

8. Manpower Reporting: The SP shall report ALL SP labor hours (including sub-SP labor hours) required for performance of services provided under this contract via a secure data collection site. The SP is required to completely fill in all required data fields using Service Contract Reporting (SCR) on SAM.gov https://wawf.eb.mil/xhtml/unauth/home/login.xhtml https://dodprocurementtoolbox.com/site-pages/gfp-training https://dodprocurementtoolbox.com/site-pages/gfp-training
