Question: Can the government better define the surge requirement in terms of number of additional hours to support contingency operations, outages, etc.? Can the government better define the frequency of surge requirements per month or per year?
Answer: The Government is not able to provide an exact surge/contingency in the terms of a number of additional hours. There is an estimated 166 sites based on the Global Air Mobility Mission requirements. At no time, will it be reasonable to expect all of the sites to be simultaneously supported. Communication, infrastructure and software capability are normally restored within a few hours from the loss of capability. Historically, within a month, support has been as low as 30 sites and a high of 60 sites. Please note this is historical data only.

Question: The requirement states "When GATES is unavailable the contractor shall assume the role of that aerial port; and shall input cargo and passenger transportation data into GATES." Answer:
For PWS paragraph 3.1.5, the performance is on an as required basis. The COR and requester will ensure reasonable integration based upon priority of requests.
For PWS paragraph 3.1.8, please refer to the Question 5’s Answer above.

When Ad Hoc Data Requests are being requested from the contractor, the COR will coordinate with the contractor to determine a reasonable timeframe to complete. Ad Hoc Requests will be prioritized based on complexity and coordination with the COR.
