AFICC_RFP_FA445220R0009

Remote Manifesting Resolution Center (RMRC)

06 October 2020

Question Number: 1

RFP Reference: RFP Attachment 1, PWS – Section 5, paragraph 5.3

Question: Will the government consider the issuance of government laptops including applicable software to mission essential contractors?

Answer: All contractor employees will be issued Air Force approved Standard Desktop Configured laptops enabled with Common Access Card authentication and VPN capability during their on boarding.

Question Number: 2

RFP Reference: RFP Attachment 2 Addendum to FAR Clause 52.212-1 – Section 2, paragraph 2.3.3

Question: If both a prime and a sub contract partner submit past performance on a common contract does that count as a separate past performance against the 3 allowance for the prime and the 2 allowance for the sub?

Answer: In accordance with RFP Attachment 2 – Addendum to FAR Clause 52.212-1, the Government is requesting “each offeror submit no more than three PPISs for the prime contractor, and no more than two PPISs for each significant subcontractor/teaming partner.” If both the prime and subcontractor/teaming partner submit a past performance on a common contract, it will count as a separate past performance against each allowance.

Question Number: 3

RFP Reference: RFP Attachments 8 Staffing Matrix and Attachment 9 Pricing Matrix

Question: Will the government consider providing definitions for each CLIN listed in attachments 8 and 9?

Answer:

Please refer to Amendment 1 of Attachment 8 – Staffing Matrix and Amendment 1 of Attachment 9 – Pricing Matrix.

Question Number: 4

RFP Reference: Attachment 3, page 8, paragraph 2.1.3 Factor 3 – Price & Attachment 9, CLIN Summary Tab

Question: Attachment 3 states “one month phase in, six month and 15 day base period” and Pricing Workbook “CLIN Summary Tab” indicates “11month base period”. Request that government clarify discrepancy.

Answer: Please refer to Amendment 1 of Attachment 9 – Pricing Matrix.

Question Number: 5

RFP Reference: Attachment 1, page 5, paragraph 3.1.18

Question: Can the government better define the surge requirement in terms of number of additional hours to support contingency operations, outages, etc.? Can the government better define the frequency of surge requirements per month or per year?

Answer: The Government is not able to provide an exact surge/contingency in the terms of a number of additional hours. There is an estimated 166 sites based on the Global Air Mobility Mission requirements. At no time, will it be reasonable to expect all of the sites to be simultaneously supported. Communication, infrastructure and software capability are normally restored within a few hours from the loss of capability. Historically, within a month, support has been as low as 30 sites and a high of 60 sites. Please note this is historical data only.

Question Number: 6

RFP Reference: Attachment 9, Pricing

Question: The CLIN Summary tab identifies 11 months for the Base Period. The Phase-In & Base Period tab uses 6 and 6.5 months as the multipliers for the Base Year CLINS. Will the government clarify the number of monthly units that are intended to be priced for the Base Period?

Answer: Please refer to Amendment 1 of Attachment 9 – Pricing Matrix.

Question Number: 7

RFP Reference: Attachment 2 - Addendum to FAR Clause 52.212-1

Question: Similar to the Volume Organization outline provided in para. 2.2.2.2, can the Government please provide a general outline of how it wants Volume III, Past Performance organized?

Answer: Please refer to Attachment 2 – Addendum to FAR Clause 52.212-1 Paragraph 1.2 and subparagraphs and Section 2.3 and subparagraphs.

Question Number: 8

RFP Reference: Attachment 1, PWS paragraph 3.1.18

Question: The requirement states "When GATES is unavailable the contractor shall assume the role of that aerial port; and shall input cargo and passenger transportation data into GATES." It is unclear how the contractor will enter data into a system that is unavailable. Is the intent to manually manifest and enter the data when the system becomes available?

Answer: The RMRC operates from an independent GATES cloud based server. When GATES is unavailable, the RMRC will receive manually completed passenger, cargo and surface conveyance data via electronic submission from the effected location for input into GATES via the independent server logged into the specific site.

Question Number: 9

RFP Reference: RFP Attachment 8 Staffing Matrix and Attachment 9 Pricing Matrix

Question: The words in the cell states: "(Insert here, and in the CLIN throughout, the number of hrs. for this labor category associated with each sub task)" What are the subtasks you would like broken out?

Answer: Please refer to Amendment 1 of Attachment 8 – Staffing Matrix.

Question Number: 10

Question: Is this contract covered by the service contract act?

Answer: If the proposed labor category meets an exemption under the Service Contract Labor Standards Act, then the Service Contract Labor Standards Act does not apply. If the proposed labor category does not meet an exemption under the Service Contract Labor Standards Act, then the Service Contract Labor Standards Act does apply.

Question Number: 11

Question: Should we consider the Data Analyst to be hourly, non-exempt workers, and eligible for time and a half overtime?

Answer: The Government is requesting the Offeror to make this determination based on their knowledge and expertise of the tasks identified in the PWS.

Question Number: 12

Question: PWS paragraphs 3.1.5, 3.1.8, 3.1.12, and 3.1.18 indicate frequencies of “as required” or “during outages”. Can the government provide some frequency data on how often these activities are required? Similarly, how often do outages require the RMRC to provide the services in PWS paragraph 3.1.8 and 3.1.18?

Answer:

For PWS paragraph 3.1.5, the performance is on an as required basis. The COR and requester will ensure reasonable integration based upon priority of requests.

For PWS paragraph 3.1.8, please refer to the Question 5’s Answer above.

For PWS paragraph 3.1.12, the Government is not able to provide the frequency of this task as it is on an Ad Hoc basis. When Ad Hoc Data Requests are being requested from the contractor, the COR will coordinate with the contractor to determine a reasonable timeframe to complete. Ad Hoc Requests will be prioritized based on complexity and coordination with the COR.

For PWS paragraph 3.1.18, please refer to the Question 5’s Answer above.

Question Number: 13

Question: Is there a shift differential?

Answer: The Government is requesting the Offeror to make this determination based on their knowledge and expertise of the tasks identified in the PWS.
