About this file

This is a Final Request for Lease Proposal (RFLP) from the United States Department of the Air Force Civil Engineer Center (AFCEC) for Artificial Intelligence (AI) Data Centers at Joint Base McGuire-Dix-Lakehurst (JB MDL). The solicitation offers three separate land sites for potential development: Site 1 (73 acres) off County Route 539, Site 2 (120 acres) off State Route 70, and Site 3 (60 acres) straddling Wrightstown and New Hanover Township. Sites 1 and 2 are undeveloped and minimally patrolled, while Site 3 is semi-improved and within a patrolled cantonment area.

Environmental and development considerations vary by site, with Site 1 having significant historic/cultural resource impacts and potential threatened/endangered species concerns, Site 2 having potential threatened/endangered species issues, and Site 3 having minor historic/cultural impacts and limited wetlands. Infrastructure differs across sites, with Sites 1 and 2 lacking functional utilities, while Site 3 has access to low voltage power, water, and sewer. Interested parties are encouraged to request access to the project data room by emailing Chris Johnson at chris.johnson@jll.com to obtain detailed maps, technical exhibits, and supporting materials for comprehensive proposal development.

1.0 Preamble

This document provides a description of the parcel(s) available at the installation for potential development under the Enhanced Use Lease (EUL) program. It is intended to support interested parties in reviewing the opportunity in connection with the Request for Lease Proposal (RFLP).

Certain sections of this document remain incomplete at the time of the release of RFLP. We are actively working on obtaining all the information available and will be uploading to the “Data Room.” To obtain the most current data, including maps of the parcel(s) and supporting materials gathered since the release of the RFLP, please request access to the project data room by emailing Chris Johnson at chris.johnson@jll.com.

The data room contains parcel maps, technical exhibits, and other reference materials that provide greater detail to aid in proposal development and evaluation. Interested parties are encouraged to review all available information in the data room to ensure they have the most comprehensive understanding of the site and project requirements.

2.0 Installation Overview

As the Defense Department’s only tri-service installation, Joint Base McGuire-Dix-Lakehurst (JB MDL) is home to five wings spanning 42,000 acres. JB MDL’s host wing, the 87th Air Base Wing, supports 88 mission partners by providing unrivaled installation support to all mission commanders and sustaining mission-ready expeditionary service members to our combatant commanders.

JB MDL is the premier East Coast installation that serves as a vital hub for global reach and power.

Located in central New Jersey, the installation provides a wide range of capabilities, including airlift, air refueling, combat airpower, global reach and responsiveness, and mission support. With a rich history that dates back to the early 20th century, JB MDL continues to play a critical role in supporting the nation's defense and security.

JB MDL was established in 2009 as a result of the Base Realignment and Closure (BRAC) process, which combined the former McGuire Air Force Base, Fort Dix Army Base, and Lakehurst Naval Air Station.

Today, JB MDL is the only tri-service joint base in the Department of Defense, and it is one of the largest military installations in the country, with more than 42,000 active-duty service members, civilians, and family members.

In addition to its military mission, JB MDL is also an important economic engine for the region. The installation generates more than $6.9 billion in economic activity each year and supports more than 60,000 jobs in the local community. JB MDL is committed to being a good neighbor and partner, and it works closely with local and state officials to support the needs of the community.

JB MDL offers three separate sites available for development. Site 1 is off County Route 539 and Site 2 is off State Route 70. Site 3 is in Burlington County, Straddling Wrightstown and Bew Hanover Township.
