QUESTIONS - GOVERNMENT RESPONSES

REQUEST FOR QUALIFICATION - VANDENBERG AFB

6 OCTOBER 2016

1. Project Limits: How restricted are the boundaries?

GOVERNMENT RESPONSE: The RFQ section 1.1(c) page 6 states that the AF is soliciting proposals from entities interested in leasing all of Parcel A and all or any portion of Parcel B. Similarly, RFQ Section 3.4, SUBFACTOR 1.2 page 16 and page 17 gives Offeror’s the flexibility to submit uniquely designed size, type, capacity, etc. conceptual plans consistent with RFQ SECTION 1.3 EXISTING IMPROVEMENTS AND

CONDITIONS (h) page 7, RFQ SECTION 2.4 DEVELOPMENT AND USE REQUIREMENTS (b) page 11, and other RFQ requirements.

2. Appraisal: Has the Air Force processed an appraisal of the property?

GOVERNMENT RESPONSE: Yes, the Air Force has completed an initial appraisal. The Air Force will not share this information with potential Offerors as this information supports internal government estimates relative to project costs and potential benefits. The RFQ SECTION 3.5, B, SUBFACTOR 2.1 page 17 and page

18, requires that Offerors substantiate their proposed fair market values with empirical and quantitative data to include the application of Uniform Standards of Professional Appraisal Practice and Appraisal Institute practices.

3. What does the Air Force consider ‘In-Kind” consideration?

GOVERNMENT RESPONSE: Under 10 U.S. Code §2667(c) in-kind consideration accepted with respect to a lease under this section may include the following:

(A) Maintenance, protection, alteration, repair, improvement, or restoration (including environmental restoration) of property or facilities under the control of the Secretary concerned.

(B) Construction of new facilities for the Secretary concerned.

(C) Provision of facilities for use by the Secretary concerned.

(D) Provision or payment of utility services for the Secretary concerned.

(E) Provision of real property maintenance services for the Secretary concerned.

(F) Provision of such other services relating to activities that will occur on the leased property as the Secretary concerned considers appropriate.

RFQ SECTION 2.1 STATUTORY REQUIREMENTS – 10 U. S. Code §2667(c) (d) and (e) page 9; RFQ

SECTION 3.5 SECTION B, FACTOR 2 – RETURN TO THE GOVERNMENT (a) page 17 and page 18.

4. Security requirements: What are Vandenberg’s expectations in regard to security measures?

GOVERNMENT RESPONSE: All development and construction on the Property must be in compliance with all

Anti-Terrorism and/or Force Protection requirements. Actual measures will depend on the type of development and construction proposed for the property. 30 SW will convene a Threat Working Group to answer this question within six weeks of Air Force acceptance of one or more Offeror proposals. Threat Working Group feedback will be made available to offerors via Evaluation Notices per RFQ SECTION 3.1(i) page 13. Potential measures typically might include perimeter fencing, remotely operated cameras, and mowed clear zones. See Appendix A-

1 Map of Property.

5. Transportation: What are the bypass requirements for El Rancho Road?

GOVERNMENT RESPONSE: In accordance with RFQ SECTION 2.1; 2.2 OTHER TERMS AND

REQUIREMENTS (d) page 9, El Rancho Road must either remain open to commuter traffic averaging approximately 100 cars/day, or be replaced by a paved road that does not transit any of the Public

Transportation Roadway Safety Distance arcs. The new road must also either accommodate missile transport vehicles or El Rancho Road be opened to missile transports when required, typically 1-2 times per month.

6. Lease Payments: What are Vandenberg’s financial expectations?

GOVERNMENT RESPONSE: The Air Force expects to receive consideration in a total amount that is not less than the value of the fair market lease rental value for the property. See RFQ SECTION 2.1 STATUTORY

REQUIREMENTS - 10 U. S. Code §2667 page 9, and other RFQ requirements for financial expectations.
