MEMORANDUM FOR: Request for Proposal for Aeroacoustics (FA8684-23-R-B023)

1. The Air Force Life Cycle Management Center (AFLCMC) Architecture & Integration Directorate requests interested offerors to review this solicitation for the subject effort as defined in Statement of Work (SOW), Attachment 1. Your proposal is required to meet all solicitation requirements.

2. The objective of this effort is to develop a system that will simulate the acoustic signature of an active airfield for immersive training scenarios.

3. The Contract Line Item Numbers (CLIN) shall be structured as follows for base and all option periods:

a. CLIN 0001 – Research and Analysis

b. CLIN 0002 – Prototype Design, Development, and Characterization Testing (Option)

c. CLIN 0003 – Full Scale Design, Development, Delivery, and Operational Assessment (Option)

d. CLIN 0004 – End-User Employment Exercise (Option)

e. CLIN 0005 – System Refinement and Additional Builds (Unpriced Option)

f. CLIN 0006 – Contract Data Requirement List (CDRL) Deliverable (NSP)

g. CLIN 0007 – Travel (Cost-Reimbursable)

4. The AFLCMC/XA Architecture and Integration Directorate requires a complete, fully substantiated Cost-Plus-Fixed-Fee (CPFF) proposal for the subject effort in accordance with the Statement of Work (Attachment 1) and Contract Data Requirement List (CDRL) (Attachment 4).

5. Offerors selected for a cost-type award must have a Defense Contract Audit Agency (DCAA) adequate/approved accounting system. Guidance is available at http://www.dcaa.mil. Offerors are encouraged to obtain DCAA accounting system approval prior to the award timeframe. If DCAA has performed an audit of the Offeror’s rates, the Offeror shall submit the name, address, and telephone number of the DCAA office, and the date of the audit. Lack of a DCAA approved accounting system will delay and possibly prevent a cost-type or any other award. While a DCAA audit is pending, a contracting officer may make a determination that the offeror’s accounting system is acceptable in accordance with DFARS 242.7502 and the clause at DFARS 252.242-7006, Accounting System Administration.

6. The proposal must address all requirements of this RFP and only those requirements. If the Contractor determines the RFP does not capture all requirements or contains unnecessary requirements, contact the contracting team as soon as possible. Any such issues should be addressed prior to the submittal of the proposal for this effort. Any changes to the requirements contained in the RFP will require an amendment to this RFP that includes revision of the appropriate requirements documents.

7. If Government Furnished Property (GFP) is required, a detailed explanation of what is needed, why, and suggestions, if applicable, on which assets the contractor believes would satisfy the requirement. A request for use of any GFP required to perform the proposed effort shall utilize the appropriate forms in accordance with DFARS 245.103-72.

8. The proposal is due to the Air Force at or before 1700 hours EST on 2 October 2023 to andrea.williams@us.af.mil and ryan.murphy.43@us.af.mil. Any questions regarding the proposal should be received at or before 1700 hours EST on 28 August 2023.

9. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

10. This RFP is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the Contractor for this requirement. The Government reserves the right not to award a contract in response to this RFP. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
