The project scope includes mill and overlay of approximately 2,464 square yards, crack seal of 1,007 linear feet, emulsified seal coat of 3,089 square yards, and new pavement markings on the airport's east and north areas. The project will also construct a new pavement section of approximately 1,517 square yards north of the existing apron edge and install 32 new aircraft tie-down anchors. The pre-bid conference was held on February 25, 2025, with a bid deadline of March 13, 2025, at 10:00 AM (MT), and the total project duration is 30 calendar days, divided into multiple phases including apron expansion, tie-down anchor installation, rehabilitation, and permanent marking application.

The project is funded through a combination of grants from the FAA, CDOT Aeronautics Department, and local funds from the Town of Buena Vista. The bid includes a 5% bid bond requirement, and mobilization is limited to 10% of the total bid. Contractors must submit various documents with their bid, including a Bid Form, Bid Schedule, Bidder's Qualifications Statement, Certificate of Insurance, and Attachment A for Disadvantaged Business Enterprise (DBE) Utilization with a 0.3% DBE goal. The project requires a registered Land Surveyor licensed in Colorado and adherence to specific airfield safety and security requirements, including the submission of a Safety Plan Compliance Document (SPCD) prior to construction commencement.
