Site Information

According to records, the UST system is composed of two 12,000-gallon double walled fiberglass reinforced plastic USTs (one diesel, one gasoline) manufactured by Owens Corning and installed in 1990 and 1994.The system was upgraded in 2017 to include new piping sumps, spill containment sump, sensors and sensor wiring, and emergency shut off switch.

Each tank has a fiberglass sump enclosing the tank manways, fuel delivery piping, probe risers, and electrical control conduits/connections. The fuel supply piping is double walled fiberglass reinforced plastic. The existing Veeder Root TLS-300C electronic tank monitor is located in the bus garage area of the existing transportation building, on the west face of the concrete masonry unit partition enclosing the bus garage toilet room. Existing probe, sensor, console wiring conduit extends up from monitor to the mezzanine and runs east to the east wall of the bus garage, then north along the exterior of the east wall to a transition box mounted on the north wall of the existing transportation building. The wiring runs underground from this point, northeast to the diesel tank interstitial riser port manhole, to be distributed to all the associated probes/sensors. The emergency shut off for the fueling system is currently located on the west wall of the existing support building just east of the fuel island.

The USTs are located in the driving lane of the paved bus parking lot, near the fuel dispense island and associated support building. The tanks are approximately 25’-0” apart, from 15’-0” to 35’-0” from the dispenser, and approximately 75’-0” from the northeast corner of the proposed new Transportation Building. The area over the

Transportation Facility Page 21 tanks is asphalt, with concrete pads at the piping sumps and spill containment sumps. There are two concrete pads at the gasoline tank: One at the piping sump, and one at the spill containment sump and interstitial access port.

There are two concrete pads at the diesel tank: One surrounds the piping sump and interstitial access manhole. The other surrounds the spill containment sump. Fuel is delivered via a suction supply system to a single dispenser cabinet with one hose each for gasoline and diesel fuel.

There is a concrete support building immediately east of the fuel dispense island. The emergency shut off switch is located on the west wall of the structure, facing the fuel dispense island.

SCOPE of WORK

General Scope Information This Scope of Work is intended to address all labor, equipment, materials, and supplies needed to remove and temporarily relocate the electronic tank monitor, connect temporary power to fuel dispenser, connect temporary power and probe/sensor wiring to the relocated electronic tank monitor, install one (1) new electronic tank monitor complete with new probes and sensors, and remove the temporary installations. The items listed in the Scope of Work, separately and as a whole, shall result in a complete and fully functional system that meets all applicable codes and regulations, and operates according to Northville Public Schools’ requirements. Line items listed in the Scope of Work are provided to assist with understanding of the work and are not intended to be all inclusive or specify sequencing of the work.

The work under this bid will be performed concurrent with a separate construction project to upgrade the Transportation Building and site (hereafter referred to as the Building Construction Project). The work under this bid will need to be performed in phases to facilitate the schedule of that Building Construction Project. As such, the scheduling of all work under this bid shall be coordinated with Northville Public Schools’ designated representative for that project.

Should dewatering be required to perform the work, remove and properly dispose of any groundwater and/or rainwater from excavation as needed for the duration of the project. Assume any such liquids are petroleum impacted. Liquids shall be transported off site for disposal at a licensed Class II disposal facility in accordance with local, State, and federal requirements. Transportation and disposal documentation must be provided to Arch Environmental Group, Inc.

All work related to the installation of the various components of the UST system, including but not limited to the electronic tank monitor, probes, sensors, wiring, fuel supply/vent piping, dispensers, and fuel management system shall be performed by an installer certified by the manufacturer.

For the purposes of this Scope of Work, the term “provide” shall mean “furnish and install”.

The Scope of Work separates the work under the Base Bid into four parts: Work related to the temporary relocation of the electronic tank monitor; work related to providing temporary power to the fuel dispenser; work related to the installation of the new tank monitor; and work related to providing final power to the fuel dispenser and relocation of the emergency stop switch. Some of the work described in these parts may be performed concurrently if determined to be acceptable by Northville Public Schools’ designated representative. Additional work described as Bid Alternates relates to provision of a new fuel island, dispensers and fuel management system, and reworking/replacing fuel supply/vent piping.

All wiring for probes, sensors, and controls, and installation of same shall meet the specifications of the manufacturer of the components.

Provide all sump penetration fittings/boots for fuel supply piping and conduit. Piping and conduit shall be installed such that penetration is perpendicular to the sump wall in both the horizontal and vertical planes. At no time shall the penetration exceed the angle specified by the sump/boot/fitting manufacturers. The first electrical fitting within sumps shall be a seal off, regardless of whether it is required by code, unless specifically prohibited by code.

Provide all electrical fittings, boxes, covers, seal-offs, couplings, conduit, wiring, connectors, and all other materials required to result in a fully functioning system, meeting all required codes and regulations.

All manholes shall be installed centered over all components located therein, and at such an elevation that the manhole cover does not impact said components. Manholes shall be level.

All metal fuel supply piping and fittings shall be schedule 40 black pipe.
