4.5.6 Specifications. A sample format will be given to the A-E. There shall be no reference to the “owner”, “Architect”, “Engineer” etc. in specifications. The only entity authorized to obligate government funds and negotiate with a contractor is 42 Contracting
Squadron’s Contracting Officer and shall be used in place of all references to an individual, except where the term “Contractor” is used.
We are now required to use the Master format 2018. SpecsIntact is an automated
Specification Management System and is the latest generation of software for preparing facility construction specifications used worldwide by NASA, the Naval Facilities
Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE) and Air
Force Civil Engineer Center. SpecsIntact utilizes Master guide specifications prepared by the Government agencies, which is at the hear of what makes the system unique.
SpecsIntact is a free download at https://specsintact.ksc.nasa.gov/Software/Software.sht

The A-E shall provide 42CES/CEN project manager with a cut sheet from the manufacture that describes all the salient features of the product being specified.
4.6 Green Procurement.
4.6.1. In order to comply with federally mandated environmental preference programs and
Department of Defense (DOD) “Green Procurement Program” (GPP) policy, Maxwell-
Gunter AFB requires the use of environmentally preferable products and services. In those instances that removal of asbestos containing materials is required a comprehensive specification meeting the requirements and conditions of the federal government will be required. A sample specification will be given to the A-E.
4.8 Drawing Notes. A sample title sheet will be given to the A-E. Ensure that the following is on the title sheet:
“ALL DRAWINGS ARE DIAGRAMMATIC AND ARE INTENDED TO QUANTIFY THE
MATERIALS SPECIFIED AND INDICATE THEIR INTENDED RELATIONSHIP TO EACH
OTHER. THE DRAWINGS ARE NOT TO BE SCALED. THE VARIOUS SCALES USED ON THE
DRAWINGS MAY NOT ALLOW FOR ALL FITTINGS, OFFSETS, AND ACCESSORIES THAT
MAY BE REQUIRED TO COMPLETE THE WORK. THE CONTRACTOR SHALL CAREFULLY
INVESTIGATE THE CONDITIONS THAT WOULD AFFECT THE WORK TO BE PERFORMED
AND SHALL ARRANGE SUCH WORK AS NECESSARY TO COMPLY WITH THE INTENT OF
THE CONSTRUCTION DOCUMENTS.”
4.9 Designs In Inch-Pound. This requires the use of inch-pound measurements in criteria, design, and specification documents for facility projects. When dual units are needed present International
System of Units (SI) designations first, followed by the inch-pound (IP) designation in parenthesis.
4.10 42CES/CEN Provided Materials. 42CES/CEN will provide hard copies of the subject building listed above from archive drawing files and other drawings selected by the A-E. The archive files are located in the Civil Engineering administrative building, 400 Cannon Street.
