About this file
This is a Special Notice announcing a sole-source bridge modification to an existing Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Architect-Engineer (A-E) services.
The Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) located in Naples, Italy intends to award a 12-month bridge extension to the incumbent contractor Alberto Izzo & Partners S.r.l. under contract N3319120D4027. The modification extends the period of performance from 29 May 2026 through 28 May 2027 with no additional capacity being added. The A-E services cover projects throughout Europe in the NAVFAC EURAFCENT area of responsibility and include DD Form 1391 documentation, Design-Build RFPs, plans, specifications, cost estimates, surveying, soil borings, hazardous materials identification, energy audits, life safety code studies, interior space planning and design, shop drawing review, as-built drawing preparation, commissioning, and construction inspection/engineering consultation. All projects must comply with host nation requirements and obtain host nation compliance certification. The sole-source justification cites the need to bridge the gap until a follow-on competitive IDIQ is awarded in late Q1 FY27, ensure continuity of knowledge for area-of-responsibility-specific requirements, prevent delays for six mission-essential FY27 projects, and maintain Post Construction Award Services support without duplicating costs. Interested parties may submit capability statements by 11 June 2026 at 1400 CEST to matthew.r.lewis52.civ@us.navy.mil. The Product or Service Code is C211 (Architect and Engineering-General: Landscaping, Interior Layout, and Designing).

Revised SEP 2022
The services provided under this A-E contract cover projects throughout Europe in areas serviced by NAVFAC EURAFCENT. Services include, but are not limited to, DD Form 1391 documentation, Design-Build RFPs, plans, specifications, cost estimates, related studies, surveying, soil borings, hazardous materials identification, energy audits, life safety code studies, interior space planning/design, shop drawing review, as-built drawing preparation, commissioning, and construction inspection/engineering consultation during construction.
Projects must fully comply with host nation requirements and require host nation compliance certification.
Statutory Authority: This action is being executed under the statutory authority of 10 U.S.C.
3204(a)(2), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Rationale: The current IDIQ contract expires on 29 May 2026. This extension is required to bridge the gap until the follow-on IDIQ is competitively awarded (anticipated in late Q1 of
FY27). Awarding this extension to the incumbent ensures continuity of knowledge for AOR-specific requirements, prevents unacceptable project delays for at least six mission-essential
FY27 requirements and maintains vital PCAS support for projects originally designed by Alberto
Izzo & Partners S.r.l. without duplicating costs.
Notice to Interested Parties: THIS NOTICE OF INTENT IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the closing date of this notice.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.
Any capabilities statements must demonstrate the firm’s ability to immediately provide A-E services with full host-nation compliance in the EURAFCENT AOR without causing schedule delays or duplication of costs. Responses must be submitted via email to the Contact Point listed above no later than 11 June 2026 at 1400 CEST.
