About this file

This document is a Justification for Other than Full and Open Competition (J&A) for architecture and engineering (A/E) design services at the Kennedy Center. The Kennedy Center intends to sole-source a one-year contract to Page Southerland Page, Inc. for continuing critical design projects, including a Comprehensive Life Safety Assessment, Cantilever Roof Repairs, Domestic Hot Water Heater Design, Motor Lobby Restroom Renovations, and an Electrical Grounding Study. The contract will be a firm-fixed-price arrangement with fixed hourly rates, leveraging FAR 6.302-1 authority due to the contractor's unique qualifications and the urgent need to maintain building safety and service continuity after the previous IDIQ contract lapsed in September 2024.

The proposed contract is valued at an amount to be determined (TBD), funded through capital funding, and will cover a 12-month performance period. The justification emphasizes that further delays in these design services could negatively impact the safe occupancy of the Kennedy Center building and site. The sole-source procurement is based on the contractor's existing knowledge of the facility and the critical nature of the proposed projects, which require immediate attention to maintain the building's infrastructure and safety systems.
