This is a Request for Qualification (RFQ) for Architect-Engineering (A-E) services to support Aviano Air Force Base and Geographically Separated Units located in Italy. The 31st Contracting Squadron intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle with approximately four multiple award task order contracts (MATOCs) sharing a total capacity of $9,900,000 over a five-year period (one base year plus four option years). The contract will provide Title I, Title II, and other A-E services for facility sustainment, restoration, modernization, and new construction projects supporting the 31st Fighter Wing and mission partners. Task orders will be Firm Fixed Price (FFP) with a minimum guarantee of $2,500 and a maximum of $1,000,000 per task order. The contract is open to all A-E firms regardless of size, and consultants, joint ventures, or complete in-house capabilities are acceptable. The estimated project start date is September 2026, and responses must be submitted via email by 4:00 p.m. local time on Monday, May 11, 2026.

Evaluation will be conducted under the Selection of Architects and Engineers Statute using four primary factors of equal or lesser importance: specialized experience (Factor 1), professional qualifications and key personnel (Factor 2), past performance (Factor 3), and professional capacity (Factor 4). Two secondary discriminator factors are knowledge of locality (Factor 5) and geographic location (Factor 6). Offerors must submit Standard Form 330 with minimum specialized experience requirements including at least six Title I projects and at least one Title II project, demonstrating a minimum of three services from a specified list (hangars/shelters, fire prevention, ICD 705/SCIF, explosion proof systems, ground safety, AT/FP improvements, SCADA, data centers, charrettes, or Title II services). All key personnel must have a minimum of ten years of project experience in their discipline, and offerors must have in-house or consultant access to civil engineers, mechanical engineers, electrical engineers, architectural engineers, structural engineers, environmental engineers, fire engineers, fire protection engineers, cost estimators, and CADD professionals. DESCRIPTION

The 31st Contracting Squadron requires an Indefinite Delivery Indefinite Quantity (IDIQ) Contract vehicle to provide

Title I, Title II, and Other Architect & Engineering (A-E) Services to support Aviano Air Force Base and Geographical

Separated Units (GSU) located within the Italian territory. The IDIQ contract will be utilized to support facility sustainment, restoration, modernization and sporadically new construction projects for the 31st Fighter Wing and all mission partners.

A complete list of tasks and details of the services to be provided under the contract are listed in the Performance requirements attached to this announcement. Projects will vary by type, scope, and complexity requiring the use of various and multiple design disciplines and related technical services.

The intent is to establish a pool of Multiple Award Task Order Contracts (MATOCs) to provide services as listed in

Performance requirements attached to this announcement.

The selection process will be conducted in accordance with the Selection of Architects and Engineers Statute (40

U.S.C. Chapter 11), Revolutionary FAR Overhaul (RFO) Subpart 36.2 and Revolutionary Defense Federal

Acquisition Regulation Supplement (R-DFARS) Subpart 236.2.

Firms will be selected based on demonstrated competence and qualifications for their required A-E services.

The North American Industry Classification System (NAICS) code for this action is 541310 Architecture, Engineering, and Related Services.

This announcement is being solicited as full and open competition and is open to all A-E firms regardless of size.

The Government intends to award approximately four (4) contracts with a total shared capacity of $9,900,000. The period of performance for all contracts will consist of one (1) base year, plus four (4) option years for a total maximum period of 5 years.

Consultant, joint ventures or complete in-house capability are acceptable.

Firms who are offering as a Joint Venture (JV) should include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement will result in the firm’s elimination from further evaluation.

TASK ORDER LIMITATIONS

The Government makes no representation as to the number of task orders or the actual amount of work to be ordered.

Contractors are not guaranteed work in excess of the minimum guarantee of $2,500 that will be awarded as the first

Task Order against this MATOC (concurrently with the basic contract award) and will require each awardee to attend a half (½) day Post-Award conference, which is likely to be virtual but could also occur in person at Aviano Air Base, Italy.

The Task order limitation will be a minimum of $ 2,500.00 and a maximum of $ 1,000,000.00, subject to the conditions set in RFO 52.216-19.

Task orders under these contracts will be Firm Fixed Price (FFP).

The estimated start date for projects under this contract is September 2026.

EVALUATION CRITERIA AND SELECTION PROCESS

Evaluation and selection will be made to the most highly qualified firm based upon evaluation of the criteria stated herein. Failure to comply with the instructions, providing incomplete information, missing of requested data, providing inaccessible point of contacts or invalid phone numbers may affect the firm’s evaluation or disqualify the firm from further consideration.

Responses failing to respond or provide complete information for each factor as required by this announcement will be determined non-compliant and will be removed from further consideration.

The source selection factors for this procurement are listed below. Factors 1 through 4 are primary.

Factors 1,2 and 3 are of equal importance, Factor 4 is less important

Factors 5 and 6 are secondary and will only be used as a discriminator factor among technically equal Offeror’s.

This office will evaluate proposals and assign points for each criteria using the ranges as per below paragraph.

An overall scoring for each company will also be applied after all ratings for each factor have been assigned.

The total overall scoring will drive the Government in selecting the most highly qualified firms that will then negotiate a price proposal with the Government.

For purposes of this Request for Qualification (RFQ), a stand-alone contract or single task order is considered one project.

Award of IDIQ contracts will not count and will not be evaluated.

Separating activities performed under a contract or task order will not be considered multiple projects; conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered.

Projects in which the AE Service is not 100% complete will not be evaluated.

Factor 5 evaluation process:

The Government will assign 2 points for firms that are fully meeting the requirement.

The Government will assign 0 points for firms that are missing any detail listed in the submission requirement.

Factor 6: Geographic Location SF330 Part II Block 2(a,b,c,d,e) will be used to evaluate this criterion. The current physical address for the primary firm headquarter or branch office location will be considered for this criterion. Firms will receive numerical points based on their location proximity to the address provided for submissions in this synopsis (Aviano Air Force Base, Italy). Firms located at incrementally further distances will be evaluated less favorably than firms located within closer ranges.

Submission Requirements: Provide the current physical addresses of the primary firm office. The SF 330 must clearly indicate the office’s address and geographical location.

Factor 6 evaluation process

The Government will assign 6 points for firms located within 100 kilometers from Aviano AFB.

The Government will assign 4 points for firms located between 300 and 101 kilometers from Aviano AFB.

The Government will assign 2 points for firms located further than 300 kilometers from Aviano AFB.

ISSUANCE OF REQUEST FOR PROPOSAL (RFP) AND PRICE NEGOTIATION

Following the evaluation process, the Government, based on the total score achieved by each firm, will prepare a list of the most qualified firms. The Government intends to conduct interviews (by phone, in person, or in writing) with the 6 (six) most highly qualified firms. The selection authority will provide a list to the contracting officer of the 6

(six) most qualified firms in descending order.

From the list, the Government will select up to the top 4 (four) firms to negotiate the hourly rates for each discipline listed in attachment 2. The top four (4) firms will receive an RFPP from the Government, to which they must respond by returning attachment 2 completed in all its parts. Upon receipt of the price proposal, the Government will negotiate the proposed unit prices to obtain a fair and reasonable price. Once fair and reasonable prices are established with each of the four (4) firms, a contract will be issued for each that will incorporate the prices, as negotiated by the parties.

Prices will be used by the contracting parties as a basis for price negotiation at the task order level.

If mutually satisfactory prices cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the

CO shall terminate negotiations with that firm and shall issue an RFP to, and enter into negotiations with, the next most highly qualified firm. This procedure shall continue until appropriate, as determined by the CO, until mutually agreed rates are negotiated.

PROPOSAL SUBMISSION

To be eligible for award, an Offeror must be registered in System for Award Management (SAM). Failure to register in the SAM Database may render an Offeror ineligible for award. Registration instructions can be found at www.sam.gov.Submission must be made via email.

The firm shall demonstrate its capability to perform the required services using a SF 330. The firm is required to complete all sections of Part I and Part II SF 330. The government will evaluate the completed standard Form 330.

The cover letter shall additionally include a statement acknowledging all the amendments issued.

2. SF330: The SF330 should be organized with Part I (Contract-Specific Qualifications) first, followed by

Part II (General Qualifications). Information provided in forms other than SF 330 or other documents will not be considered.

3. Proof that the Offeror is permitted by law to practice the professions of architect or engineering,

4. Copy of the JV agreement

The submission must consist of a single, consolidated PDF file containing all the above listed documents.

Total package shall not exceed 75 pages. Package account beyond 75 pages will not be reviewed.

TASK ORDER SELECTION PROCEDURES.

The following selection criteria and procedures will be used for task order selection among all future MATOCs.

Upon receipt of a new requirement the Contracting Officer will notify all A-E firms within the MATOC pool of the new requirement through a Task Order Requirement Notice (TORN). The TORN shall include a short summary of the scope of work, selection criteria, and a Request for Supplemental Information tailored to the specific task order requirement.

Information requested in the TORN is intended to supplement existing information and as such should focus on information required to effectively evaluate each firm relative to the specific task order requirement.

At a minimum each TORN will require the MATOC pool to demonstrate their specialized experience to perform the task order, the professional qualifications and the average volume of federal work (that will be used as a discriminator factor among technically equal Offeror’s).

The expectation is that, in most cases, the information provided by the A-E firm should be brief (three pages or less), and require minimal effort on the A-E firm’s part. The set of questions or request for information sent to each firm will be identical. Submission of a new SF 330 is not required for each task order unless requested by the TORN or deemed necessary from the company to better qualify for the requirements set forth in the TORN.

The Contracting Officer would give sufficient time to submit the supplemental information.

Typically, given the focused nature of the request, most information should be able to be provided within five days. A firm may choose to indicate that the information on file is adequate. A firm may also request that they are not be considered for the specific task order requirement (and would subsequently not be among those firms evaluated).

Using the selection criteria specified in the TORN, the selection board will evaluate the SF 330s on file and responses to specific clarification request coming from the Government to determine the three most highly qualified firms for the specific task order

After evaluation and ranking of firms, a request for price proposal will be submitted to the most highly qualified firm of the three (3). The firms receiving the RFP will have 7 calendar days from the date of RFP to provide a Price

Proposals to the CO. In preparing the price proposals, the firm will use the hourly rates as proposed for the main

MATOC and related to the year the action is required. Negotiations on hours of work will be held with the firm for a fair and reasonable price. If a mutually satisfactory order cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the CO shall terminate negotiations with that firm and shall issue an RFP to, and enter into negotiations with, the next most highly qualified firm. This procedure shall continue until the appropriate quantity, as determined by the CO, of mutually satisfactory order has been negotiated.
