SCOPE OF WORK
This document outlines the scope of services for the Architect/Engineer (A/E) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract will provide a broad range of architectural and engineering services through the issuance of individual task orders. The services are generally categorized as Title I, Title II, and Other A/E Services.
Title I services encompass the pre-construction and design phases of a project. These services are essential for developing a project from a conceptual idea into a set of construction-ready documents. Activities that may be required under Title I are listed and described in Appendix A.
Title II services are provided during the construction phase of a project to ensure that the construction conforms to the design documents. Additional administrative activities in support of the Government will be required under this title as further delineated in Appendix B. These services are critical for quality assurance and project oversight. Activities that may be required under Title II are listed and described in Appendix B.
31CES/CENM 3
In addition to Title I and Title II services, this IDIQ may also include "Other A/E Services." These are design and construction-related services that are not connected to a specific construction project. Examples of these services include comprehensive planning, charrettes, environmental studies, and the development of design criteria. Activities that may be required under Title I are listed and described in Appendix C.
All field and office work as required to accomplish the services listed in the task order and related documents shall be performed. In the event that the Contractor is, for any reason, unable to perform any of the services, the Contractor shall immediately provide written notification to the Contracting Officer. Failure to provide this notification in a timely manner, coupled with a failure to perform the required work, will result in a breach of contract.
This breach will require a cost reimbursement for the non-performed work and will be documented accordingly in the Contractor Performance Assessment Reporting System (CPARS).
Please refer to the following appendix and the paragraphs within for a fully detail list of services related to each category.
