The project encompasses the MHCC service area, including multiple cities and specific zip codes in the Portland, Oregon region (97230, 97233, 97238, 97266, 97269, 97290, 97292, 97294, and 92328). Interested bidders may contact MHCC at (503) 491-6913 for questions regarding the solicitation.

The contract budget is not to exceed $24,000, with pricing representing 30 percent of the evaluation criteria. Evaluation will also heavily weight relevant experience with diverse Hispanic cultures and Spanish language outreach (30 percent) and professional bilingual and bicultural staff qualifications (30 percent). Current Oregon Secretary of State and/or City of Gresham business registration comprises the remaining 10 percent of scoring. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence, automobile liability insurance of at least $1,000,000 per occurrence, and workers' compensation coverage as required by law. Proposers are required to submit three professional references demonstrating similar services, and MHCC expects contractors to honor agreed-upon pricing and terms throughout the contract period, with any necessary adjustments requiring written agreement from both parties.
