About this file

This is a policy document issued by the Greater Pierce County Continuum of Care (CoC) in Washington State that establishes guidelines for HUD-funded housing projects regarding illicit drug activity and substance use disorder treatment. The policy prohibits CoC-funded housing projects from operating drug injection sites, knowingly distributing drug paraphernalia, permitting illicit drug use or distribution on program property, or conducting such activities under the guise of harm reduction. However, the policy clarifies that participation in CoC-funded housing is not conditioned upon sobriety, treatment participation, or abstinence from substance use, consistent with 24 CFR 578 regulations. The CoC does not restrict projects that voluntarily require sobriety or treatment as conditions of assistance. The policy establishes an effective date and approval signature line but does not specify response dates, due dates, or contract terms in the document itself.

The policy aligns with HUD Continuum of Care program requirements and applicable federal, state, and local laws while maintaining compliance with the Controlled Substance Act. The CoC actively encourages access to substance use disorder treatment and recovery housing through partnerships with law enforcement, navigation and outreach services, coordination with non-CoC-funded housing providers, governance board incorporation of treatment providers, and establishment of sober housing projects. Monitoring and enforcement mechanisms include annual project compliance reviews conducted by the Collaborative Applicant, with violations requiring submission and implementation of approved Corrective Action Plans. Failure to comply or repeated violations may result in remedies up to involuntary project reallocation. The policy is subject to annual review and updates to maintain consistency with HUD requirements and organizational practices. This policy applies to projects funded under the FY 2026 Continuum of Care Competition, which made over $4 billion available nationwide for eligible homeless services projects across multiple categories.
