About this file
This document is an Advance Notice of a pre-solicitation for the Malaria Entomological Surveillance for Zimbabwe (MES4Zim) Activity. The United States Agency for International Development (USAID) Zimbabwe intends to make a sole source award to Africa University (AU) for this 5-year, $4,710,000 activity, which aims to strengthen national capacity for entomological data generation to guide vector control interventions for malaria elimination in Zimbabwe.
The award will expand the existing entomological surveillance from 6 to a minimum of 10 sites across 5 ecological zones to generate more representative data. Africa University previously completed requirements under an existing Fixed Amount Award for this work, but additional funding is needed to fulfill the program objectives. No solicitation package will be issued, as this is a notice of intent for a sole source award under the statutory authority to avoid adverse effects on foreign aid programs.

Advance Notice: Ref Solicitation Number: 72061321FA00002
Notice Type: Pre-solicitation
Added: May 31, 2024
Synopsis:
The United States Agency for International Development (USAID) Zimbabwe intends to make a sole source award to Africa University (AU), Mutare, Zimbabwe. This activity aims to strengthen national capacity to generate quality entomological data required for effective and efficient selection, deployment, and use of vector control interventions needed to achieve malaria elimination in Zimbabwe.
The total USAID estimated cost of the Malaria Entomological Surveillance for Zimbabwe activity (MES4Zim) is
$4,710,000, with an expected performance period of five years, beginning on or around September 2024.
The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-
70(b)(5), Citation; 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.
Africa University (AU) completed its delivery requirements under the existing Fixed Amount Award
72061324FA00002. However, due to the need to expand the entomological surveillance activity by increasing the surveillance sites from six to a minimum of two sites in each of the five ecological zones to generate adequate and ecologically representative data to guide the selection and deployment of vector control interventions in
Zimbabwe, an additional $4,710,000.00 million will be required to fulfill the program objectives of the original award. No solicitation package will be issued.
