About this file

This document is a Request for Bid (RFB) Terms & Conditions from the State of Alabama, specifically related to procurement procedures for state contracts. The document outlines comprehensive bidding instructions for suppliers using the Alabama buys supplier portal, including guidance on submitting bids, entering bid amounts, and validating submissions. Suppliers are advised that awards will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications.

The terms and conditions specify critical requirements for bid submissions, including the need to provide descriptive/technical literature for alternate items, with failure to do so resulting in bid rejection. The State of Alabama will pay invoices thirty (30) days in arrears after receipt, and all equipment must be new, unused, and acceptable to the original equipment manufacturer. Additionally, materials and labor must meet trade practice standards, comply with local codes, and be completed professionally. Suppliers must be prepared to furnish any requested additional information within five (5) days of receipt of a request.

RFB Terms & Conditions

Award: Award will be made "all or none" to the lowest responsible bidder meeting all specifications.

Bid Submission Instructions: Beginning on the Alabama buys supplier portal page, select the desired sourcing project. Once project is opened make sure the left panel is expanded. If not, click on small double arrows to expand. Be sure to review each tab for necessary information and enter bid amounts on item grid as needed. After you have checked and completed each tab, you can validate and submit your bid.

Note: Suppliers may enter “NA” in the Supplier Part Number section of the item grid.

Requested information: Any additional information requested from a supplier must be furnished within five (5) days from receipt of request.

Descriptive literature: The brands and model numbers referenced provide a level of quality, and unless otherwise specified, are not restrictive. Vendors bidding alternate items must provide complete descriptive/technical literature for consideration and evaluation with their bid, and with the bid copy as required by the RFB submission instructions. Reference to literature with a previous bid will not satisfy this requirement. Failure to provide the required literature will result in the rejection of the bid.

Payment: The State of Alabama pays thirty (30) days in arrears after receipt of invoice.

Quality of materials and labor: Materials used that are not otherwise specified shall be the kind and quality consistent with the trade practice for such work and shall comply with all local codes. All labor shall be well experienced in this type of work and it shall be completed in a professional manner.

New equipment: All equipment must be new and unused and acceptable by the original equipment manufacturer for their maintenance.
