About this file
This is a pre-solicitation announcement for the Active Duty Dental Plan (ADDP4) follow-on contract. The Defense Health Agency (DHA), under the Department of War, seeks a contractor to provide comprehensive worldwide dental care services to eligible Active Duty Service Members (ADSMs) across all Uniformed Services including the U.S. Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, and the Commissioned Corps of NOAA and the Public Health Service. The government is in the acquisition planning phase and has released a draft Performance Work Statement for industry feedback. Vendors are invited to submit comments and questions using an attached Excel spreadsheet and to respond to Request for Information (RFI) questions via a provided form. Industry one-on-one sessions for prospective prime contractors are scheduled for June 16, 2026, with four available time blocks, and requests for participation must be submitted by May 29, 2026.
The acquisition schedule includes a draft RFP issuance in FY2027Q1, final RFP issuance in FY2027Q1-Q2, proposal submission deadline in FY2027Q2, contract award in FY2028Q2, transition-in start in FY2028Q3, and dental care delivery commencement on May 1, 2029. The government has released CY2022 data and Questions and Answers to support industry planning. This announcement is for planning purposes only and does not commit the government to any contractual agreements or arrangements.
