About this file

This is a Request for Information (RFI) document for the Active Duty Dental Program 4 (ADDP4), issued to solicit feedback from interested dental carriers and vendors prior to the formal solicitation phase.

The RFI contains 28 questions organized into five thematic categories: Service Standards & Innovation, Provider Management & Quality, Provider Incentives & Performance, OCONUS Operations, and Contract & Proposal Process. Questions 7-9 address dental care standards, technologies (including teledentistry), collaboration with network providers, integration with the DoD Electronic Health Record, and equitable scheduling processes. Questions 10-13 focus on adverse event reporting protocols, provider notification procedures for network changes, clinical quality standards aligned with Regional/State board requirements, and methodologies for identifying and managing substandard providers. Questions 14-16 inquire about performance-based incentive programs, online provider designations for high performers, and incentive effectiveness across government and commercial product lines. Questions 17-21 are conditional, directed only at offerors currently serving OCONUS populations, and request details on regions served, international provider credentialing, claims adjudication and payment timeframes, language barrier protocols, and translation turnaround times. Questions 22-28 address commercial service classification per FAR 2.101, administrative barriers to competition, option year structure (comparing six, seven, or eight years versus five), requirement clarity in draft documents, proposal preparation timeline, factors affecting dental cost forecasting, and any additional questions for government response via the "ADDP4 feedback document.xlsx" spreadsheet. Responses must be submitted via the provided online form.

Active Duty Dental Program 4

Request for Information (RFI) Questions

Interested Offerors: Listed below are questions for your reference only. ALL responses shall be submitted via this form.

Service Standards & Innovation

7. Are there new dental care standards, requirements, technologies (e.g., teledentistry), innovations, or beneficiary support services that should be incorporated into the Performance Work Statement (PWS)? If so, describe what they should be.

8. Is there a way to optimize collaboration with network providers to ensure military patients’ dental records kept at the DTF remain current? Specifically, what portals or methods exist to facilitate the retrieval of medical records from network providers? And is there a feasible pathway to integrate this data into the DoD Electronic Health Record (EHR) to achieve full interoperability?

9. Is there a way we can ensure the scheduling process remains equitable and efficient? How do factors such as insurance coverage/type, patient status, procedure type, and seasonal demand influence this workflow?

Provider Management & Quality

10. The contractor will now be responsible for reporting any adverse event (e.g., cross contamination, infection outbreaks, death under a network provider's care or any other reportable events). What is your organization’s procedures or reporting protocol for adverse events?

11. Providers may not be timely in notifying the contractor that they are no longer in network. This can impact the accuracy of the Provider Directory. Is there a way to motivate Providers to notify the contractor immediately that they are no longer in network?

12. What measures would you suggest to ensure that clinical/restorative quality standards are being enforced to the standard of care required by Regional/State board requirements?

13. What is your organization’s methodology for identifying and managing providers who deliver substandard care? Please include your protocols for addressing high grievance volumes, substantiated complaints, poor clinical outcomes, and technical failures, such as restoration longevity (e.g., crowns lasting fewer than five years).

Provider Incentives & Performance

14. Does your organization offer a performance-based incentive program for providers whose claim volumes exceed the regional average?

15. Does your organization provide designations for providers online (i.e. in the provider search tool) such as 'high performing' or 'better value' based on patient satisfaction scores and clinical outcome metrics?

16. What incentives are used in your other product lines (Government and commercial contracts)? How effective are they?

OCONUS (Outside Continental United States) Operations

• If you currently provide benefits to an OCONUS (Outside Continental United States) population:

17. Identify the specific OCONUS regions or countries currently served.

18. Describe the methodology used to ensure proper credentialing for international providers.

19. State the standard timeframe for the adjudication and payment of OCONUS claims.

20. Detail the protocols and tools used to facilitate communication when language barriers exist.

21. Specify the expected turnaround time for the translation of claims or associated correspondence.

Contract & Proposal Process

22. Per the FAR 2.101 definition, do the services being procured qualify as 'commercial services' despite specific Government mandates? Please provide the rationale. If they are considered commercial, how should a contractor account for these unique requirements (e.g. cybersecurity, connectivity to Government systems, cost transparency, reporting, surveillance)?

23. What administrative barriers, real or perceived, currently hinder competition or prevent dental carriers from submitting proposals for this requirement?

24. What are the pros/cons of having six, seven, or eight option years versus five option years?

25. Can you easily interpret the tasks and requirements stated in the draft documents to prepare a proposal? Do you have any questions or recommended changes that would more easily define the requirements for you?

26. What amount of time do you consider reasonable to prepare proposals?

27. What affects your ability to forecast future dental care costs?

28. List any questions you would like for the Government to answer in the provided spreadsheet, “ADDP4 feedback document.xlsx.”
