About this file

This document is Addendum No. 02 for the Florida Department of Children and Families (DCF) Invitation to Bid (ITB) 2425 055 for Child and Family Well-Being Personnel Training. The addendum modifies the original solicitation, with changes including updates to training materials submission timelines, qualifications requirements, service times, and reporting obligations. The solicitation seeks a training provider to deliver comprehensive personnel training across multiple categories including Frontline Skill Development, Leadership Development, Trainer Development, Speaking Engagements, and Customized Training. The response deadline is June 25, 2025, with an anticipated contract start around July 1, 2025, potentially spanning multiple years. Providers are expected to deliver training services across various formats including in-person, virtual, and online instructor-led sessions for approximately 2,200 Department staff.

The cost proposal requires detailed pricing structures with options for per-attendee and per-session rates, including variations for certifications. Pricing must cover a wide range of training topics from cultural competency and emotional intelligence to leadership coaching and specialized skills like CPR and interviewing techniques. The Department anticipates a multiple-award solicitation, meaning several vendors may be selected to provide different training services. Vendors must demonstrate expertise in child welfare training, with mandatory submission of previous training evaluations. The contract will utilize a fixed-rate payment method, with providers responsible for developing comprehensive training plans, conducting needs assessments, and submitting quarterly status reports. Financial consequences may be imposed for failing to meet performance standards, and while no specific budget is disclosed, the breadth of training categories suggests a significant investment in workforce development.

How does the Dept interpret the per person cost breakdown as costs are often determined by location (cost to travel and lodge there), trainers expertise, training modality (online F2F), numbers of trainees, and length of the training?

See Change No. 01. The Provider shall consider all variables when completing the Cost Proposal.

25 Christopher Groeber 2.1 How is this term applicable if there is no solicitation, response, or contract process?

It is an expectation of the Respondent to determine this. Refer to Section 5.4.4. of the Scope regarding expectations of the Training Plan.

Reviewing how the “Cost Proposal” is designed, soliciting training rate/attendee makes it difficult to estimate! Having a 5 vs 25 attendees/training makes a huge difference in cost-estimating. I thought of adding a note in the proposal saying:

How shall I address this?

General

Is there an incumbent for this contract, or can any information be share on how the listed training categories in attached A, Training categories, have been trained by DCF in the past?

There is no incumbent for this contract; the Department has either delivered the training internally or engaged various vendors on an as-needed basis.

31 CWG General

What are DCF's preferences on which training content listed in attachment A, Training Categories, should be delivered via online learning (asynchronous) and, which should be live virtual training, and which trainings should be delivered in-person?

While the Department prefers in-person training, alternative delivery methods will be considered in accordance with Section 1 of the Scope of Work. For any virtual training sessions, the Provider must submit digital copies of training materials as outlined in Section 5.4.9. For additional guidance, please refer to Sections

services for one or all offered Trainings based upon the Department’s discretion.”

At this time, the Department cannot guarantee a specific number of training events per Category;

however, it is anticipated that live training events (in-person and virtual) may occur on a monthly or as-needed basis, depending on programmatic demand, staffing needs, and available funding.

The frequency may vary across Categories and is subject to change throughout the term of the engagement. Vendors should remain flexible and scalable in their approach to resourcing.

33 CWG Attachment A – Training Categories

What additional information can be shared about the depth of training content envisioned for the different training content listed in attachment A, Training Categories? For example, In the frontline skill development category, Trauma Informed Care training is listed, and the description listed could be interpreted as ranging from a foundational-overview workshop up to an intensive multi-day seminar.

Please refer to Section 5.4.4 through 5.4.19 of Scope of Work, as it relates to developing a Training Plan. Needs will be determined through the development of a Training Plan. .

34 CWG General

What information can be shared about how the list of training categories listed in attachment A was developed?

Each regional child welfare program was taken into consideration during the development of Attachment A. The training categories listed were derived from historical Departmental training activities conducted across multiple fiscal years, ensuring they reflect a comprehensive and representative overview of past programmatic needs and priorities.

Scope of Work, 1.

Description of Services

In the description of services, it lists child welfare staff to be trained to include DCF’s CPIs, program administrators, quality assurance staff, trainers and supervisors.

Is the intent to limit training participation to only DCF staff, or will participants from outside DCF also be potentially joining training?

While participation may include individuals outside the Department, such as staff from Community-Based Care (CBC) agencies, primary preference will be given to internal Department staff.

36 CWG Scope of Work, 2 Governance

In this section, it states that “Provider(s) under this contract will be prohibited from participating in any other engagement that the Provider(s) provides related content as this would create a conflict of interest. Our organization trains some of the listed content nationally with other child welfare agencies/organizations. Is the intent of this governance section to limit the Provider from training anywhere else than Florida?

Please clarify this prohibition.

The standard language included in the Section 2 of the Scope of Work pertains specifically to vendors who assist the Department in drafting the specifications or content of a solicitation.

This provision restricts such vendors from subsequently responding to that same solicitation. As such, this language does not apply to the concern raised in the question.

37 CWG Scope of Work, 5.4.13

What additional information can be shared, such as frequency, duration, target number of participants, about how DCF is anticipating the provision of coaching services?

See Response to Question #33.

38 CWG Scope of Work, 8.1 – General Information

The method of payment listed is fixed rate.

What is the anticipated total budget for this contract?

As stated in Section 1.5 of the ITB, “The Department anticipates this may be a multiple award solicitation, resulting in multiple Purchase Orders. Vendors should be prepared to provide services for one or all offered Trainings based upon the Department’s discretion.”

Therefore, the overall budget does not have an impact on the individual Vendors and cannot be determined at this time.

ITB Solicitation Instructions, 1.5

Objective

In the 1.5 Objective Section, it states that this may be a multiple award solicitation. Is the intent of DCF to award the contract to one vendor who has the capacity to deliver training in all of the content areas listed in attachment A, Training Categories? Or, does DCF intend to contract with multiple vendors who would then overlap in the listed content areas?

The Department cannot make this determination at this time, as Responses have not yet been received to determine coverage and availability of trainings.

ITB Solicitation Instructions, 1.5

Objective

ITB Cost Proposal

In the 1.5 Objective Section, it states that the vendor should be prepared to provide services for one or all offered trainings based upon the Department’s discretion.

However, in the ITB cost proposal, the instructions indicate to put an N/A if the training is not offered by the Provider.

Please clarify whether a Provider can offer some, but not all, of the listed training content in Attachment A?

The Provider can offer some, but not all of the listed training content in Attachment A. Refer to instructions on the Cost Proposal.

41 CWG

ITB Cost Proposal Scope of Work, 8.1 – General Information

Attachment A

In the instructions for the Cost Proposal, it states the Department will not accept altered terms or conditions and that the costs are based on a per attendee rate, and that the contract type is a fixed rate (SOW 8.1). Our typical fee structure for live-virtual or in-person training is time and indirect costs (materials) and without additional information on frequency, preference on virtual or in-person (in which travel costs would have to loaded into the rate), number of attendees and depth of content to be instructed for some of the broader categories (e.g. – behavioral
