About this file

This is Addendum No. 01 to a Request for Information (RFI) issued by the Florida Department of Children and Families for the Eligibility Assistance Program (EAP). The addendum, dated September 16, 2026, addresses written inquiries submitted by vendors and clarifies key requirements and expectations for the RFI process. The EAP seeks to provide information, referral, and navigation services to persons with disabilities pursuing Medicaid eligibility and community-based services. Responses to the RFI were due September 29, 2026. The Department clarified that this RFI is for planning purposes only and will not result in a contract award. The RFI does not require respondents to meet statutory qualifications at the inquiry stage, though any future contract award will require the selected contractor to be a tax-exempt nonprofit organization incorporated in Florida in good standing with the Division of Corporations, possess at least 20 years of experience operating local or regional programs serving persons with disabilities (not necessarily Florida-specific experience), and maintain existing call center and online access capabilities.

The Department has not established an anticipated contract value, timeline for procurement, or implementation schedule at this planning stage and encourages respondents to provide general pricing information, illustrative price ranges, and budgetary estimates as part of their submissions. No incumbent vendor currently provides this service, as the Eligibility Assistance Program represents a new statutory requirement under Section 409.9207(3)(b), Florida Statutes. Respondents are responsible for all costs associated with preparing responses and attending any requested presentations or demonstrations. All responses submitted are considered public records subject to disclosure unless exempt under Florida law.
