About this file
This document contains additional requirements for mitigation land management projects at Airport Mitigation Park for the Lee County Port Authority in Florida. The Authority is soliciting competitive bids for four separate land management projects necessary for permit compliance, with bidders having the option to bid on one or more projects. The work will be performed at a permitted mitigation site comprising wetlands and uplands with variable hydrology and soils, accessible only through existing trail systems and locked gates provided by the Authority. Contractors must coordinate scheduling with the Lee County Port Authority prior to commencement and participate in an initial kick-off safety meeting following contract award. Work progress must be documented through daily logs indicating treated areas, target species, chemicals used, quantities, and application methods, submitted weekly to the Authority and Environmental Consultant. Biweekly coordination meetings and look-ahead schedules are required throughout the project period, with the contract term contingent on project completion within the established schedule.
The requirements establish that contractors must demonstrate capability to identify native and exotic vegetation in Southwest Florida ecosystems, possess necessary field equipment and chemicals, and maintain adequate field worker staffing. All costs associated with site access maintenance, damage repair, utility damage, and waste removal are the contractor's responsibility, with payment at the contractor's sole expense. Chemical storage on-site is prohibited; all chemicals must be pre-mixed off-site or water brought on-site as needed, with containers disposed of daily. The contractor is responsible for environmental compliance including prevention of non-target vegetation damage, protection of gopher tortoises and other protected wildlife, and immediate reporting of any regulated species encounters that require work cessation. No publicity releases are permitted without prior written Authority approval, and upon project completion, all storage areas must be restored to original condition with no additional compensation provided for cleanup and restoration activities.

Additional Requirements
Mitigation Land Management Projects At Airport Mitigation Park
2026-27
Site Conditions/Access
1. The entire project area is a permitted mitigation site. The site is a natural area comprised of a mosaic of wetlands and uplands, both forested and herbaceous, with variable hydrology and soils. Several areas off the trails can only be accessed on foot due to thick vegetation. The creation of new trails is prohibited due to the mitigation status of the site.
2. Best management practices appropriate for navigating through wild areas shall be utilized as appropriate. These include, but are not limited to, utilizing low PSI equipment in soft soils, utilizing appropriate herbicides and techniques for the vegetative and hydrologic conditions, utilizing PPE in accordance with herbicide labels and state/local laws, etc.
3. Reliable water sources are not present onsite; herbicides and adjuvants are to be pre-mixed prior to entering the site or bring water as needed.
4. Access to the site will be provided by the existing adjacent road network and through existing locked gates. The access gates are to remain locked at all times after entry and exit. Gate access information will be provided to the Contractor prior to the start of work.
5. Access to treatment areas shall occur through the existing on-site trail system. Most trails are at-grade on native soils. The Contractor shall not damage existing native vegetation to establish new trails within the treatment areas. The Contractor shall be responsible for providing the LCPA information to identify who will be on-site and the type(s) of vehicles.
No other access to these work sites will be permitted without written approval by the
LCPA.
6. The entire access route and project site shall be kept free and clean of all debris at all times and maintained in good repair by the Contractor. All damage to the access route caused by the actions of the Contractor or its agents shall be immediately repaired at the Contractor's sole expense and to the satisfaction of the LCPA.
7. Do not unreasonably encumber the site with materials or equipment.
8. Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project.
9. Contractor will not allow anyone on-site that is not there to carry out project operations.

Wildlife & Protected Species
10. Protect native vegetation and wildlife. The removal of native vegetation or parts thereof beyond what is outlined in the Technical Specifications is prohibited. Harassment or take of native wildlife is prohibited.
11. All precautions will be taken to avoid over spraying/non-target damage of native species and damaging of trails.
12. Report any trespassing, poaching, or property damage to LCPA.
13. Gopher tortoise burrows may be present in some areas near the trail. Gopher tortoises may actively be on or around the trails. Keep vehicles on the trails to avoid driving on tortoise burrows, and drive carefully to avoid gopher tortoises.
14. Should the Contractor encounter, during his operations, any regulated or protected wildlife that requires cessation of operations, he shall do so immediately and notify the LCPA.
Harassment and/or take of native wildlife is prohibited.
Coordination
15. During the entire project period the Contractors will have the limited use of the premises for project operations only. Contractors are required to coordinate and schedule their work with the LCPA prior to commencement.
16. Contractor’s minimum administrative and supervisory requirements necessary for coordination of work on the project include but are not necessarily limited to participating in or providing for the following:
• Coordination and meetings
• Administrative, supervisory, and treatment crew personnel. Records or reports.
17. An initial kick/off - construction/safety meeting will be conducted after the award of the contract and prior to commencing construction. Representatives from the Contractor, LCPA, Environmental Consultant, and any others deemed necessary by LCPA will attend.
18. The work of this Contract includes coordination of the entire work of the project, including preparation of schedules, and control of site utilization from the beginning of Project.
19. Contractor will provide biweekly look ahead schedules to LCPA and the Environmental consultant.
20. The Contractor shall be responsible for maintaining daily work logs indicating which specific area was treated, the target species and the chemicals used, quantities, and application method. These daily work logs shall be submitted to the LCPA and the Environmental Consultant at the end of each following work week, along with maps showing the completed areas. Any delays in work progress should be communicated to the LCPA in a timely manner.

21. The Contractor shall attend any and all meetings, including bi-weekly coordination meetings with the LCPA, Environmental Consultant, and others as appropriate. Meeting format will be in accordance with the LCPA-provided agenda. Records of the meetings will be distributed to everyone in attendance and to others affected by decisions or actions resulting from each meeting.
22. The LCPA reserves the right to contract for and perform other or additional work on or near the work covered by this contract. When separate contracts are let within the limits of any one project, each Contractor shall conduct its work so as not to interfere with or hinder the progress of completion of the work being performed by others.
Other Conditions
23. Licensed applicator(s) and field workers must be able to accurately identify native and exotic vegetation, including grasses, in Southwest Florida ecosystems during different seasons.
24. Contractor must have the ability to fully and successfully complete the work outlined in the Scope of Work/ Technical Specifications within the project schedule, including:
• Ownership/access to necessary field equipment and chemicals
• Field worker staffing availability
25. To the extent possible through reasonable control and protection methods, supervise performance of the work in such a manner and by such means which will ensure that none of the work, whether completed or in progress, will be subjected to harmful, dangerous, damaging or otherwise deleterious exposure during the project.

If Contractor, within eight hours of written notice, fails to properly clean up and dispose of all waste materials or rubbish, then LCPA may do so, and the cost thereof shall be charged to Contractor. Debris from this work shall be promptly removed from the site at least daily.
Accumulation of trash and debris will not be allowed, and the LCPA may at any time direct the Contractor to immediately remove all trash and debris from the site of the work.
