About this file
This document is a Request for Information (RFI) from the United States Air Force for the KC-46 Landing Gear Performance-Based Logistics (PBL) acquisition. The RFI seeks industry feedback on two critical aspects of the landing gear overhaul/remanufacture strategy: the ability to submit a firm-fixed-price proposal without access to Component Maintenance Manual (CMM) data prior to contract award, and the capability to independently secure required CMM access before contract award. The document covers support for KC-46 Landing Gear end items, which include 1 nose and 2 main landing gear components, along with field-level subcomponents.
The government is requesting written responses to be submitted via email by May 2, 2025, to two specific points of contact: Kyle Swaner (Contracting Officer) at kyle.swaner@us.af.mil and Austin Gardner (Program Manager) at austin.gardner@us.af.mil. The RFI is part of an ongoing acquisition strategy for the Defense Logistics Agency Aviation, aimed at gathering industry insights to help shape the KC-46 Landing Gear maintenance and support approach, with a particular focus on how potential contractors can develop proposals under data access constraints.

REQUEST FOR INFORMATION – FOLLOW UP #2
KC-46 Landing Gear PBL
The KC-46 Landing Gear acquisition team is seeking additional feedback from industry representatives regarding the support for KC-46 Landing Gear end items (1x nose and 2x main) and field level subcomponents. The KC-46 Landing Gear acquisition team is looking to industry to help shape the strategy of this effort through their open comments/feedback on the questions below.
Questions:
1. The United States Air Force (USAF) is seeking clarification on Industry’s ability to provide a comprehensive solution for the KC-46 landing gear overhaul/remanufacture strategy. Specifically, we want to make it clear to industry that the required CMM data may not be releasable until after the contract is awarded, although the winning contractor will receive access at that time. Therefore, the government is requesting industry feedback on your ability to deliver a firm-fixed-price proposal, with the understanding that technical evaluation criteria would be established to evaluate contractor proposals without the CMM data. USAF is requesting a statement outlining your ability to provide a proposal without access to the CMM data, addressing the challenges this data limitation presents in developing a proposal.
2. Assuming the USAF does not grant access to the required CMMs prior to award, can your company independently secure access to the required CMMs for the KC-46 landing gear overhaul/remanufacture depot-level maintenance work before the contract is awarded?
The government is accepting responses to this request for information via email only. Please provide written responses to the Contracting Officer and Program Manager by May 2, 2025 at the following email addresses:
Kyle Swaner Contracting Officer kyle.swaner@us.af.mil
Austin Gardner Program Manager austin.gardner@us.af.mil
