About this file
This is an Additional Information document for a Request for Quote (RFQ) for bread products to be supplied to the Federal Correctional Institution (FCI) Cumberland in Cumberland, Maryland during the third quarter of Fiscal Year 2026. The solicitation, numbered 15B10726Q00000025, seeks weekly deliveries of fresh bread, hamburger buns, and hot dog buns from April 1, 2026 through June 30, 2026. The Food Services Administrator will contact vendors weekly to specify quantities needed, and quotes submitted should reflect the total amount anticipated for the entire quarter. Quotes must be received by March 9, 2026 at 12:00 PM and should be submitted via email to Brian Logsdon at blogsdon@bop.gov, with specification questions directed to Travis Schneider, Food Services Administrator at tschneider@bop.gov.
Award will be made on a best value basis considering price, past performance, and specifications compliance, with the government reserving the right to award on an all-or-none basis. All quotes are for FOB Destination, and vendors are responsible for all shipping and restocking fees. The government emphasizes that delivery failures have resulted in exclusion of previous vendors based on past performance, as late or failed deliveries disrupt meal planning and increase procurement costs. Any items not delivered by the required date will be cancelled and funds de-obligated, with non-delivery documented in the vendor's future past performance evaluation.
