About this file
This is Addendum No. 1 issued by the Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration for Request for Bid (RFB) No. RFB-20-27, regarding the 25039 AMLMAML AML Project in Perry County, Kentucky. The addendum modifies the original bid solicitation for slope failure remediation and roadway stabilization construction. The revised bid schedule dated July 9, 2026 must be used by all bidders in lieu of the previously issued schedule. A mandatory site visit was scheduled for July 1, 2026 at 10:00 a.m., with bids due electronically on July 15, 2026 at 9:30 a.m. Eastern Time through the Commonwealth's eProcurement system. The project scope includes fifty-eight line items encompassing mobilization, utility relocation, traffic control, structure removal, site preparation, debris disposal, concrete work, steel reinforcement, drainage systems, HDPE piping in various diameters, drilling operations, gabion installation, retaining walls, seeding and vegetation measures, and roadway improvements.
The revised bid schedule provides unit prices and quantities for each line item, with bidders required to complete pricing for all items. Key corrections in this addendum include clarification that Bid Item 17 (Pilot Hole 3" Diameter) consists of 240 linear feet total, comprising approximately 200 linear feet within the lower wall area and 40 linear feet along the waste area access road wall. Additionally, the addendum establishes that the awarded contractor must provide documentation certifying that applicable products comply with Build America, Buy America Act (BABAA) requirements. All bids must include proper authentication, statement of non-collusion, and non-conflict of interest certifications for the total bid amount to be valid. A public bid reading was scheduled for July 15, 2026 at 11:00 a.m. Eastern Time via conference call.

Additional Construction Notes For
Addendum #1
• Pilot Hole (3" DIA.)
An error was corrected on Bid Item #17, PILOT HOLE (3" DIA.). The revised quantity is 240 linear feet (L.F.), which includes approximately 200 linear feet of pilot hole drilling within the lower wall area and 40 linear feet of drilling along the waste area access road wall.
• BABAA Certification Requirements
A question was raised regarding whether contractors are required to provide product certifications demonstrating compliance with the Build America, Buy America Act (BABAA).
After consulting with Joel Murphy, it was determined that the awarded contractor will be required to provide documentation certifying that applicable products comply with BABAA requirements.
