This is Addendum No. 9 to an Invitation to Negotiate (ITN) issued by the Florida Department of Management Services for the State University System Optional Retirement Program (SUSORP) 403(B) and Senior Management Service Optional Annuity Program (SMSOAP) 401(A). The addendum revises the timeline of events for the procurement process. Key deadlines include a two-phase question submission period with the first deadline on May 16, 2025 at 11:59 p.m. Eastern Time and the second deadline on June 13, 2025 at 4:30 p.m. Eastern Time. Respondents must submit complete proposals and all mandatory responsiveness requirements through the Florida Managed Procurement (MFMP) system by 2:00 p.m. Eastern Time on July 14, 2025. A public opening will occur on the same date at 3:00 p.m. with both in-person attendance at Conference Room 101, 4050 Esplanade Way, Tallahassee, Florida 32399-0950 and teleconference options available. The evaluation phase is anticipated to run from July 16 through August 20, 2025, followed by a negotiations phase from August 27, 2025 through February 27, 2026. A Negotiation Team Public Meeting is scheduled for March 13, 2026 at 1:30 p.m. in Conference Room 280K at the same Tallahassee address, with the anticipated Notice of Intent to Award to be posted on March 23, 2026. The contract is expected to commence upon execution.
The addendum does not contain information regarding pricing terms, budget allocation, set-asides, incumbent vendors, or specific funding sources. The document emphasizes protest procedures in accordance with Florida Statutes Chapter 120, requiring that any protests be filed with the Department of Management Services' Office of the General Counsel (Agency Clerk) at the specified Tallahassee address or by fax at 850-922-6312 or email at agencyclerk@dms.myflorida.com, with failure to file within the prescribed timeframe constituting a waiver of proceedings.
