About this file
This addendum from Schnabel Engineering modifies the original January 2025 bidding documents for the Westmoreland State Park Slope Stabilization project in Westmoreland County, Virginia, issued by the Virginia Department of Conservation and Recreation (DCR). The project involves repairing and stabilizing an existing slope failure along the Potomac River shoreline, including excavation, grading, soil nail installation, riprap revetment, and drainage improvements. Two pre-bid meetings were held on February 13 and 18, 2025, with sealed bids due by 2:00 PM on March 4, 2025 at Schnabel Engineering's Glen Allen office. The project requires substantial completion by March 2, 2026, with final completion by April 1, 2026, assuming work begins by April 1, 2025.
The addendum makes no changes to procurement requirements, drawings, or technical specifications but provides clarifications about site access, permitting requirements, and contractor responsibilities. Contractors must obtain necessary permits, prepare stormwater pollution prevention plans, and coordinate with multiple agencies including DCR, DEB, DEQ/VMRC/USACE. The project site will be accessible to contractors starting February 24, 2025, though vehicles must be identifiable to avoid ticketing. The addendum includes lists of plan holders and pre-bid meeting attendees, as well as responses to questions received. Notable clarifications include that no onsite waste disposal areas are available, rock is not anticipated during soil nail installation, and CAD files will be provided to plan holders.

The proposed alternate is not considered equivalent to the original specified materials.
Drawing C-04 shows two “Post Construction Inclinometers” both with depts of 110ft however, Specification 31 22 97 section 2.4.A states “provide two inclinometers to an estimated depth of 110 feet (INC-1) and 55 feet (INC-2), and section 3.8.B states “Inclinometers shall be installed and formal initial readings agreed on a least 5 days prior to the start of slope excavation activities”. Can you clarify when inclinometers are intended to be installed and to what depths?
For clarification, INC-1 is the top inclinometer located at approximately elevation 150, and shall have a depth of 110 feet. INC-2 is located at the bench below the lower soil nail wall, and shall have a depth of 55 feet (below final grade). These inclinometers are intended to measure the slope post construction, however they should be installed as soon as practicable.
Can you clarify if the upper and lower walls are considered separate, in regards to the requirement of installation of 2 rows of SMPs in Specification 31 22 97 section 2.2.B?
