About this file
This document is an Addendum to a Request for Proposals (RFP) issued by St. Petersburg College in Florida for a third-party building code official. The RFP seeks a Florida state licensed contractor to provide a part-time or full-time building official to oversee and enforce the Florida Building Code and State Requirements for Educational Facilities at the college's facilities. The RFP provides details on the service needs, which vary year-to-year based on the college's annual budget. Bidders must determine the appropriate pricing structure, which may include annual facility permit programs, hourly fees, and lump sum fees per site. The RFP requires bidders to provide pricing under both Option A for projects with a purchase order and Option B for consulting services outside of Option A.
The pricing terms allow bidders flexibility to propose the best method for their services. The college has 11 sites, and the building code official services are needed to cover routine maintenance, in-house construction projects, and project plan reviews. The intent is to establish a contract to provide the required building code official services to support the college's facilities and construction needs.

Q1 Question: Scope of Services
Page 10 of RFP states "Provide a part time/full time Building Official (BO) to St. Petersburg College
(SPC) to oversee and enforce the provisions of Florida Statute Chapter 468 Part XII, the Florida
Building Code, and the State of Florida State Requirements for Educational Facilities (SREF). "
Are you looking for a part time and full time Building Official? Does the Building Official need to physically be on site or can we offer these services fully remote?
Answer: SPC’s needs for a building code official varies from year to year depending on annual budgets. SPC is attempting to try and give both parties reasonable protection and expectations of the varying needs.
The College has 3-4 areas of Building Code Official’s need depending on the bidder’s fee structure. I will explain the service we need. Each bidder will need to determine their costs and thus fill in the various blanks to meet their expenses.
SPC uses a work order system (School Dude) to create work request for in-house construction/maintenance services. The bidder may feel they need fees to monitor the system to determine if a permit is needed or rely on our licensed trades staff to notify them. The blanks on page
11 of 26 allow for either option by putting in a value or inserting “NA”.
SPC anticipates the need for an “Annual Facilities Permit Program” in lieu of a permit for each repair.
The bidder as the licensed entity must decide how they want to administer the program. Is an annual site permit to facilitate routine maintenance, etc. appropriate. If so, do they anticipate an hourly fee and/or a lump fee per site (SPC has 11 sites).

Q2 Question: Proposal Amount
Starting on page 11 of the RFP documents it request a sum per hour with a minimum hour request.
Then page 12 there is another rate request for the Annual Facility Permit Program. Do we need to supply both of these rate amounts?
Answer: The Bid form is attempting to allow all bidders the opportunity to bid. Some bidders may require minimum fees to be SPC’s Building Code Official. Each bidder needs to determine the best method of bidding for their services.

Q3 Question: Proposal Amount
Page 13 - There is a price option A or B, are you giving us the option to picked between the two or are you requesting we complete both? Can you give a little more clarity on how SPC would like us to bid on the proposal amount?
Answer: Option A and B are both required.
Option A:
Option A on page 13 of 26 is for fees to provide all Building Code requirements for projects that have a
Purchase Order (PO) to a construction entity. SPC provided project ranges to help control costs. Option
A and is required to be completed.
Option B:
Option B is to be used for consulting/services outside of the areas already addressed. For example, we might choose to do an in-house construction project (beyond maintenance) that wouldn’t have a PO yet need Building Code Official services. We could ask for a plan review on a project and find out that costs or codes make the project prohibitive and thus a PO is never issued. The intent of option B is to allow a method to reimbursement costs for services outside of Option A or maintenance.
