About this file

This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for the Edwardsburg Abatement, Demolition and Site Restoration project (File No. 761/24137.IND). The addendum, issued on June 7, 2024, clarifies project specifications and requirements for bidders ahead of the June 12, 2024 bid opening at 2:00 pm ET. The project encompasses the removal of asbestos-containing materials (ACM), polychlorinated biphenyl (PCB) materials, and universal waste; disconnection and abandonment of utilities including water, sewer, electric, natural gas, and cable/telephone; and complete demolition and site restoration of a former petroleum retail property building with foundation removal and compacted MDOT Class II sand backfill. A mandatory pre-bid walk was conducted with a bidder sign-in sheet attached. The revised bid schedule includes an additional line item for basement backfill with an estimated volume of 420 cubic yards, which was unavailable for measurement during the initial survey. The addendum notes that the utility disconnect request will be submitted by the site owner, and water line removal will include only the service line (copper or poly) with no abatement required for the transite main line. Contractors must cut and cap the sewer line on-site at the building and the water service line at the tap, including removal and restoration of one sidewalk section with crushed stone.

The base bid schedule includes four main line items: mobilization, demobilization and administration (lump sum); hazardous materials abatement for removal, transportation and disposal of regulated materials (lump sum); disconnection and abandonment of utilities and permitting (lump sum); and demolition, transportation and disposal of the building structure, contents, and foundations with site restoration (lump sum). A provisionary allowance of $5,000.00 is included in the total base bid amount. The bid schedule includes a separate Schedule of Alternates section for optional work items to be priced by bidders. All bidders must acknowledge receipt of this addendum in their bid submission, as failure to do so may result in bid rejection. The addendum becomes part of the contract documents upon issuance.
