About this file
This document is an addendum to a solicitation by the Virginia Department of Wildlife Resources (DWR) for a Reissue Term Contract for Grounds Maintenance at 4 boat landings in northeastern Virginia. The initial term of the contract is 2 years, with services required 12 months per year, twice monthly at each site. The addendum answers questions from potential bidders regarding the frequency and timing of services, as well as requirements for subcontractors. It also notes that the e-VA procurement platform has a separate tab for pricing, and that a new bid must be submitted in response to this addendum.
The solicitation covers grounds maintenance services at 4 DWR boat landings located in Northumberland, Richmond, and Westmoreland Counties. The initial term is 2 years, with the potential for price increases in the second year. Subcontractors are permitted with prior written approval, and the prime contractor remains fully responsible for their work. Bids must be submitted in response to this addendum, which provides clarification on the scope and terms of the contract.

| Reissue Term Contract Grounds Maintenance for 4 NE VA DWR Boat Landings |
TO ALL bidders:
Addenda are part of the Contract Documents and are issued to amend or interpret any Drawings and Specifications, answer any questions submitted by bidders, and make required changes or modifications, including additions and or deletions to the original unsealed bid document.
1. No further questions are permitted.
2. The e-VA platform effective November 1, 2022, has a separate tab for pricing in solicitation responses. Please verify that pricing tab is completed before submitting response. The issuance of this addendum requires a new bid to be submitted.
3. Revised Scope and Terms document is attached.
The following questions from potential bidders are answered Question 1.I have a question about the frequency of the services mentioned in the bid. I noticed that the quantity listed on the bid submission page is 24. Does this indicate that services are required every month throughout the year, for 2 years, including the winter months when grass and weeds typically do not grow?
Answer: The initial term of the contract is two years. Bid line item quantities are for 1st year of service because price increase can be requested for second year of initial term. Services are required 12 months per year twice a month for each site.
Question 2 . Also are there particular days or times that these services are to be provided?
Answer: There are no particular days for these services to be performed . Work can be performed any day of week between sunrise and sunset.
Question 3. I plan to use a subcontractor for this contract who is fully licensed and insured. Please let me know if there are any additional requirements or considerations for subcontractors that I should be aware of.
Answer : Note these Special Terms and Conditions :
10. PRIME CONTRACTOR RESPONSIBILITIES: The contractor shall be responsible for completely supervising and directing the work under this contract and all subcontractors that he may utilize, using his best skill and attention. Subcontractors who perform work under this contract shall be responsible to the prime contractor. The contractor agrees that he is as fully responsible for the acts and omissions of his subcontractors and of persons employed by them as he is for the acts and omissions of his own employees.
11 SUBCONTRACTS: No portion of the work shall be subcontracted without prior written consent of the purchasing agency. In the event that the contractor desires to subcontract some part of the work specified herein, the contractor shall furnish the purchasing agency the names, qualifications and experience of their proposed subcontractors. The contractor shall, however, remain fully liable and responsible for the work to be done by its subcontractor(s) and shall assure compliance with all requirements of the contract.
