About this file
This is Addendum No. 2 to Invitation to Bid No. RFB-255-25 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Sewer Upgrades Phase 3 at the Wastewater Treatment Plant at Carter Caves State Resort Park in Olive Hill, Kentucky, dated June 17, 2025. The addendum provides clarifications and answers to seven bidder questions regarding project specifications and requirements. Key clarifications include: shrinkage reducing admixture at 2% is required for all Class A and Class B concrete applications; special inspections are the owner's responsibility, though the contractor must provide notification and safe access; concrete stoop details and sizing are provided on specified plan sheets; embedded PVC waterstops and vapor barriers are the only below-grade waterproofing requirements; no rock removal allowance is provided; temporary chlorine line materials must be compatible with chemicals used and cannot violate KPDES permit requirements, with reference to as-built plans and effluent structure photos provided; and lines marked TBA must be capped with ductile iron caps or mortar caps with watertight seals.
No pricing information, set-asides, incumbent contractor details, funding sources, or contract term information is contained in this addendum document. The addendum references attached effluent structure photos and as-built plans from Addendum No. 1 to support contractor decision-making regarding temporary disinfection operations during construction.

TO ALL PROSPECTIVE SUBMITTERS:
Please be advised of the following clarifications to the above referenced Bid:
Questions Answers
1. Is the shrinkage reducing admixture at 2% mentioned in the specifications required for all concrete applications on the project?
Yes, the shrinkage reducing admixture is required for all Class A and Class B concrete.
2. Are special inspections the responsibility of the contractor?
It is the responsibility of the owner to hire the 3rd party special inspectors. It is the Contractor’s responsibility to ensure the special inspectors are given ample notification of all upcoming and ongoing work requiring inspection as well as providing safe means of access to inspect the work.
3. Is there a detail and sizing of the concrete stoops outside of the new control building and other misc pads?
See Plan 2 on A-08-101 for stoop sizes. See Section
2 on S-08-301 for stoop reinforcing detailing. All other “misc. pad” slabs-on-grade are dimensioned and detailed in the structural drawings.
4. Are there any below grade waterproofing requirements for walls of new structures?
Provide embedded PVC waterstops at construction joints where shown on drawings. Provide vapor barrier under control building slab and along foundation wall as shown on Section 1/S-08-301.
There are no other waterproofing requirements.
5. Is there a rock removal allowance and/or for the removal of unsuitable soils?
No. There is only a geotechnical report to aid with decision making and risk assessment.
6. What type of material and size is required for the temporary chlorine line? Does the temporary line need to be buried? If so, is there a detail on how to connect to the existing effluent structure?
The Contractor cannot impact the WWTP in such a way that causes a KPDES permit violation. A means for disinfecting and dechlorinating (if needed) needs to be provided if normal disinfection operations at the
WWTP are inhibited, stopped, or interrupted. This could be temporary UV disinfection, chlorine tablets
(with dechlorination), underground or above ground temporary chlorine dosing line (material needs to be compatible with whatever chemical is being used).

Questions Answers structure is setup. See attached photos of effluent structure.
7. Do the lines TBA need to be capped with ductile iron caps?
Yes, these need ductile iron caps. Mortar caps also work at the end of an abandoned pipe if the seal is water tight.
