About this file

This document is an addendum to a Request for Proposals (RFP) issued by King William County Public Schools (KWCPS) for a roofing project at Cool Spring Primary School. The addendum provides clarification on various questions related to the project, including the required building permit, coordination with HVAC work, bonding requirements, project timeline, and treatment of existing roof components. Key details include a project start date of May 26th and an anticipated end date of August 11th, with staff returning on August 7th and students on August 21st. The addendum also addresses the handling of damaged insulation, the treatment of existing gutters and collector heads, and the acceptability of alternate roofing manufacturers.

The related state and local contract opportunity involves KWCPS seeking a contractor to design and manage a roof system replacement at Cool Spring Primary School. The project is located in King and Queen County, Virginia. The RFP does not provide information on pricing terms, set asides, incumbents, funding requirements, or other salient details.

Addendum Two: Clarification Questions and answers 1.6.2023

1. We presume that a building permit is required, will KW County waive the fee associated with the cost as long as the winning contractor/roofing firm submits for the permit? Yes

2. For clarity, will there be any activities scheduled over the course of the summer that may infringe on the work getting done in a timely fashion--ie, summer school, school being used for outside or community activities (church services/day care)? There will be no activities at this location during the summer

3. Will coordination of any HVAC related work be done through KWPS or directly with the contractor who has won that project? KWCPS, Mechanical Contractor, and Roofing Contractor will all work together as both projects will be going on at the same time.

4. Will KWPS require a bid bond for this project? No

5. Will KWPS ask for a performance and payment bond regardless of the projects cost? No

6. When is the anticipated project start date and end date? May 26th - August 11th

7. When will staff be returning to school to prepare for the new 2023/2024 School year? Will that be the anticipated end date of the project, aside from final completion/warranty walk and punch list items? Staff will return on August 7th. Students will return on August 21st, August 11th will be the anticipated end date, with exception of final walk and punch list items.

8. Does owner (KWPS) want a line item/allowance included in the proposal reflecting the cost per SF to replace wet or damaged insulation that the new roof manufacturer will require to remove for warranty purposes? Yes

9. Is there a percentage of the overall project that we need to presume has bad insulation that will need to be replaced and then if that allowance is not used, credited back to the owner? No

10. Are the existing gutters to remain or be replaced? They are to remain, but would like to see separate line item for replacement cost of gutters.

11. Are the existing collector heads at the scuppers to remain or be replaced?

They are to remain, but would like to see separate line item for replacement cost.

12. Are the bids being opened in public on January 11th, at 2pm? No, they will be evaluated by team in the following days.

Addendum One: Clarification Questions and answers 12.30.2022

1. Are alternate manufacturers acceptable? Yes - alternative manufacturers are acceptable.

2. Are all curb and wall sheet metal flashings to be removed and replaced? Yes. The 2 pc stainless is in good shape. At a minimum we can leave the upper receiver reglet in place and replace the lower counter flashing.

Otherwise we will remove the lower counter, install term bar and reinstall the counter. Yes, leave the reglet, install a termination bar and counter flashing.

3. Will the copper counter flashing be removed from the inside the parapet walls and new membrane be installed up and over the wall? Yes, remove...and install membrane up and over the wall.

4. Are any walk pads required for the new system? This was not part of the bid -but we would definitely like to see this option added to the cost of the project.

5. Is coping to be removed and reinstalled? NO.

6. Is it acceptable to encapsulate the wall with membrane and fabricate and install a new drip edge? YES
