About this file
This is an addendum to FAR 52.212-2 establishing evaluation criteria for a Request for Quote (RFQ) for commercial products and services under FAR Part 12. The procurement involves troubleshooting, repair, calibration, and verification of an AJS C1 400Hz Aircraft Power Converter (S/N: 9506029436), with two contract line items (CLIN 0001 and CLIN 0002) that quoters must address and price.
The evaluation methodology comprises three primary factors: Price, Technical Acceptability, and Past Performance. Price evaluation assesses fairness, reasonableness, and balance, including price realism analysis relative to the level of effort specified in the Performance Work Statement. Technical Acceptability requires quoters to demonstrate scope coverage of all line items, provide detailed technical narratives addressing troubleshooting of the "rectifier failure" fault code per PWS Section 5.0, and submit clear evidence of personnel qualifications and certifications to operate and repair the AJS C1 model. A rating of "Unacceptable" in any non-price factor renders the entire quote ineligible for award. Past Performance is rated Satisfactory or Unsatisfactory based on contract history from the past three years, CPARS records, and FAPIIS/SPRS risk assessments; Red or Yellow risk scores are grounds for exclusion. Relevant past performance involves similar scope and complexity in aircraft component repair and precision flight-line electronic repairs, while acceptable performance is based on demonstrated capability or neutral/unknown records.

Addendum to 52.212-2
Addendum to RFO FAR 52.212-2 Evaluation – Commercial Products and Commercial Services
(a) The Government will award a Purchase Order resulting from this Request for Quote
(RFQ) to the responsible quoter whose quote, conforming to the RFQ, will be most advantageous to the Government on price and other factors considered. This procurement is conducted strictly under the authority of FAR Part 12 (Acquisition of
Commercial Products and Commercial Services). To be eligible for award, a quote must be rated "Acceptable" (or "Satisfactory" for Past Performance) in all non-price factors. A rating of "Unacceptable" or "Unsatisfactory" in any factor will render the entire quote ineligible for award.
(b) Price General: We will evaluate your price for fairness and reasonableness in accordance with FAR Part 12 evaluation principles. Additionally, the Government will perform a price realism analysis considering the level of effort proposed to perform in accordance with the Performance Work Statement (PWS), and for determining that the total price is realistic (not too low for the scope of work).
a. All line items (CLIN 0001 and CLIN 0002) are priced in accordance with the
RFQ.
b. Prices are determined to be fair, reasonable, and balanced.
(c) Technical General: Technical Acceptability is evaluated on the quoter’s ability to provide a detailed response demonstrating how they will troubleshoot, repair, calibrate, and verify the AJS C1 400Hz Aircraft Power Converter (S/N: 9506029436) in accordance with the Performance Work Statement (PWS):
a. Acceptable:
i. Scope Coverage: Quoter clearly states their agreement and pricing for all
Line Items (CLIN 0001 and CLIN 0002) in the RFQ.
ii. Technical Understanding: Quoter provides a clear and detailed technical narrative of the proposed repair and testing process, demonstrating a complete understanding of troubleshooting the "rectifier failure" fault code in accordance with PWS Section 5.0.
iii. Special Qualifications (PWS 1.4.7): Quoter provides clear evidence (e.g., certifications, training records, or credentials) demonstrating that personnel possess the required qualifications/licenses to operate and perform repairs on the AJS C1 400Hz Aircraft Power Converter (IAW
PWS Paragraph 1.4.7).
b. Unacceptable:
i. Incomplete Quote: Quoter fails to address or price all line items (CLIN
0001 and CLIN 0002) in the RFQ.
ii. Lack of Understanding: Quoter fails to provide a clear and detailed technical narrative of the proposed repair and testing process for the
"rectifier failure" fault.
iii. Lack of Qualifications: Quoter fails to provide the required evidence of technician certifications or qualifications for the AJS C1 model.
(d) Past Performance General: The past performance assessment will evaluate the prime’s
(hereafter referred to as "quoter’s") ability to successfully accomplish the proposed effort based on the quoter’s demonstrated present and past work record. The
Government will evaluate the quoter’s demonstrated record of contract compliance in performing commercial repair services that meet users’ needs, including cost, quality, and schedule, in accordance with FAR Part 12. The recency and relevancy of the information, the source of the information, context of the data, and general trends in the contractor’s performance will be considered.
Supplier Performance Risk System. A risk score of Red (lowest 5%) or Yellow (Next
10%) will be considered unacceptable. If no information is found, that will be treated as neutral which is considered acceptable. An unacceptable risk rating will be grounds for exclusion from award consideration.
a. Submission Requirements:
i. Contract History: Provide a list of current or prior contracts/orders within the past three (3) years. For each reference, include contact info, scope of work, and an assessment of relevancy based on the tables below.
ii. CPARS Review: The Government will review and evaluate the quoter's records in the Contractor Performance Assessment Reporting System
(CPARS).
b. Past Performance is rated as Satisfactory or Unsatisfactory
i. Satisfactory
1. Quoter provided relevant (Table 1) and acceptable (Table 2) past performance references.
2. Quoter has overall satisfactory or better ratings in recent CPARS reports.
3. There are no negative FAPIIS or SPRS reports indicating systemic failure.
ii. Unsatisfactory
1. Quoter failed to provide relevant or acceptable past performance references.
2. Recent CPARS reports show overall ratings of under satisfactory
(e.g., Marginal or Unsatisfactory).
3. There are active, negative reports in FAPIIS or SPRS that pose a performance risk.
Table 1
Adjectival
Rating
Description
Relevant Present/past performance effort involved similar scope, magnitude of effort, and complexities (e.g., aircraft component repair, precision flight-line electronic repairs) that this RFQ requires.
Not Relevant Present/past performance effort involved little or none of the scope, magnitude of effort, and complexities that this RFQ requires.
Table 2
Adjectival Rating Description
Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will be able to successfully perform the required effort, or the quoter’s performance record is unknown (Neutral).
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
