Template for Addendum to 52.212-2
Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services
(a) The Government will award a Purchase Order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government on price and other factors considered, conducted in accordance with the Federal Acquisition Regulation (FAR) 13, Simplified Acquisition procedures, whose quote conforms to the solicitation evaluation factors listed below:
(b) Technical
a. Technical detail clearly articulates how the offeror intends to meet the requirements of paragraphs 5.0 through 5.16 of the PWS
i. Acceptable
1. Quote clearly responds to all Line Items of the solicitation
2. Quote provides detail on how it will meet the requirements of the PWS
3. Quoter can meet the required performance period of the
Government
ii. Unacceptable
1. Quote either fails to explain how requirements of PWS will be met; or, explicitly states the quoter’s intent/ability to only perform a portion of it
(c) Past Performance
a. Offeror provides examples of past work that are of similar size and scope and relevant to the work described in the PWS
1. Quoter provides relevant examples of past work and clearly articulates their success on past projects of a similar size and scope
2. Past performance info is detailed enough to provide contract numbers if work was completed on past Government contracts; and/or provides points of contact on commercial contacts
3. Vendor demonstrates successful past performance in systems such as CPARS and/or FAPPIS & SPRS
ii. Unacceptable
1. Examples of past work occurred beyond five years in the past or longer so that recency of the project is no longer relevant
2. Examples of past performance do not list contract numbers of
POCs and cannot be directly verified by the Government

3. Offeror does not have history of successful past performance in CPARS and or FAPPIS & SPRS if they have worked on pervious Government contracts
b. All line items are priced IAW the solicitation.
c. Price are determined to be reasonable and balanced
(d) Price
a. All line items are priced IAW the solicitation
b. Prices are determined to be balanced and fair and reasonable
1. Pricing provides sufficient detail on which to justify fair & reasonableness determination
2. Pricing articulates offerors bottom-line pricing for each CLIN

1. Pricing offered does not provide adequate detail on which to base fair & reasonable determination
2. Pricing does not include final pricing for each CLIN
