About this file
This document is an Addendum to FAR clause 52.212-2 establishing evaluation criteria and award basis for a commercial products procurement conducted under FAR Part 12.
The Government will award a firm-fixed-price Purchase Order to the responsible quoter whose quote is most advantageous considering technical capability and price. Evaluation will be conducted without discussions. Technical capability will be evaluated first, with quotes rated as either "Acceptable" or "Unacceptable." To achieve an acceptable rating, quoters must demonstrate the ability to meet all Salient Characteristics for LMTV, MTV 1083, and M1152 HMMWV shelter systems through detailed responses confirming compliance with every requirement, narratives or diagrams showing modular connection capabilities (vehicle-to-vehicle and tent-to-tent), complete Product Data Sheets explicitly substantiating technical compliance claims, and a proposed delivery schedule. Quotes will be rated unacceptable if they fail to meet one or more Salient Characteristics, lack sufficient product data sheets to validate compliance, or do not propose or define delivery terms and schedules. Price evaluation will assess whether proposed prices for technically acceptable quotes are fair and reasonable, with the total evaluated price calculated as the sum of all priced line items. Award will be made to the technically acceptable quote with the lowest evaluated price, provided all line items are priced in accordance with the solicitation and prices are reasonable and balanced.
