About this file
This document is an Addendum to FAR 52.212-2 Evaluation for Commercial Products and Commercial Services, specifically for field-level maintenance and repair of tracked vehicles and engineering equipment in South Korea. The solicitation seeks a contractor to provide maintenance services at Camp Casey and Camp Humphreys, with a five-year base contract and option periods. Key evaluation factors include technical capability, management plan, past performance, and price, with a requirement for the prime contractor to have at least two years of relevant experience within the last seven years.
The technical evaluation focuses on three sub-factors: 1) Prime Contractor's Prior Experience in vehicle maintenance, 2) Registration and Certification with the Republic of Korea (ROK) Government for machinery and automotive maintenance, and 3) Personnel Qualifications including a Contract Manager, Site Managers, and mechanics. The contractor must provide 22 total mechanics (12 at Camp Casey, 10 at Camp Humphreys) with specific language proficiency and licensing requirements. The government will award the contract to the responsible offeror providing the best overall value, with non-price factors weighted approximately equally to price, and requires an "acceptable" rating across all technical factors to be considered for award.

(b) Reasonableness: Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, previous and/or current market prices for same or similar services and/or when compared among other technically acceptable offerors.
Note: Price is not scored as acceptable/unacceptable. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of the award. Price must include all CLIN/SLINs as listed in the Price Schedule. The Government intends to evaluate proposals and award a contract without discussion. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
