About this file
This document is an Addendum to FAR 52.212-1, Instructions to Offerors for Commercial Products and Commercial Services, for a field level maintenance and repair contract for tracked vehicles and engineer equipment for the 2nd Infantry Division. The solicitation seeks a Korean contractor to provide maintenance services at Camp Casey and Camp Humphreys, with a firm fixed-price contract award. Key requirements include:
Offerors must submit four factors for evaluation: 1) Technical Capability (demonstrating two years of relevant maintenance experience, required Korean business registrations, and personnel qualifications), 2) Management Plan (organization chart and staffing plan), 3) Past Performance (two references), and 4) Price. The contract is limited to Korean contractors as defined in the 2019 Special Measures Agreement, requiring specific documentation proving domestic status. Proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with a site visit scheduled for September 24-25, 2025. The government intends to evaluate and potentially award the contract without discussions, using a best value approach where non-price factors are approximately equal to price.
