Hood and Duct Maintenance

Evaluation Factors for Award ADDENDUM to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS

Addendum to FAR 52.212-2: Paragraph (a) is tailored as follows:

(a) BASIS FOR AWARD: Award will be made based on the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors. Procedures from FAR Subpart 13.5 will be followed for the acquisition of this requirement.

EVALUATION FACTORS FOR AWARD

The Government shall make an award decision to the offeror who represents the Lowest Price Technically Acceptable (LPTA) in terms of technical acceptability, reasonable price and acceptable past performance. The Government reserves the right to award without discussions; therefore, the offeror should ensure their proposed price is their best price and their proposal is consistent with the solicitation requirement. The following factors shall be used to evaluate the offers:

(1) Technical Capability - The offeror's capability will be evaluated on the lowest priced technical proposal based on an acceptable or unacceptable rating. To be rated Acceptable, the offeror shall be able to demonstrate their technical capability by providing a copy of each of the following certifications:

i.) Exhaust Hood Cleaning certifications ii.) NFPA 96 Certification

(2) Past Performance – Quotes shall demonstrate successful past performance of ONE (1) references for the same or similar projects. References should have occurred in the last three (3) years prior to the closing date of the solicitation. References for past performance shall include a point of contact, POC phone number, POC email address, name of the company, contract number (if applicable), initial contract cost and period of performance.

If there is no past performance or it is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall detail how the specific performance objectives will be met as outlined in the PWS table in paragraph 2., Service Delivery Summary.

(3) Price – Offerors shall submit a Pricing Sheet (see attachment). Quotes will be evaluated to determine if the price is fair and reasonable, in accordance with FAR 12.209. The agency will evaluate the offeror’s prices first, and then evaluate the apparent lowest price quote for acceptability under the evaluation factors. If the lowest-priced offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. All quotes will be evaluated and a determination made of the lowest price from prices presented on the Pricing Sheet. The pricing submitted must be for the base period, all four (4) option years, and the 6-month extension of services.

(b) Options. Total price will consist of the contractor’s proposed price for the base period, and pricing for all option periods.

(c) CLINs X004 will be Not to Exceed (NTE) CLINs with an estimated ceiling of $10,000.00, and the contractor will only be reimbursed for the cost of the materials.

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(e) Failure to comply with this directive may result in a "non-responsive" offer and disqualification form the competition.
