About this file
This document consists of two addenda to federal contract solicitation form 52.212 that provide instructions for submitting quotes and evaluation criteria for a commercial products procurement.
The Government intends to award a single Firm Fixed-Price contract based on the Lowest Price Technically Approved Product evaluation method. All quoters must be actively registered in SAM.gov by the quote due date, with quotes submitted via email in Microsoft Word, Excel, or PDF formats. Questions must be submitted within seven days of solicitation issuance. The contract delivery location is U.S. Army Signal Activity Landstuhl-Kaiserslautern in Germany, with a 90-day delivery requirement from contract award and a 90-calendar-day price acceptance period. Quoters must submit pricing consistent with the Standard Form 1449 line items and include all freight and shipping costs. Prices shall exclude taxes and duties for which the U.S. Government is exempt. The procurement requires commercial gym-grade equipment (not residential-grade) with specific weight increments, 220V compatibility, and tamper-proof hardware with no network connectivity, Wi-Fi, internet, or Bluetooth capabilities. Products must be manufactured in the U.S., a Qualifying country, or a Designated country.
Evaluation occurs in three factors: (1) Technically Approved Product—assessed on an Acceptable/Unacceptable basis requiring product literature demonstrating compliance with salient characteristics, commercial-grade certification, specific weight plate inclusion, security constraints, and country-of-origin documentation; (2) Capability Statement—requiring point of contact information, affirmative delivery commitment to USARCA-E in Sembach, Germany by August 1, 2026, technical constraint confirmation, minimum one-year commercial warranty with European repair parts availability, and subcontracting documentation; and (3) Supplier Performance Risk System (SPRS) assessment using supplier and item price risk scores, with Green, Purple, Blue, Black, or Unknown ratings deemed Acceptable and Yellow, Red, or Grey ratings deemed Unacceptable. Price reasonableness will be evaluated without numerical scoring, and the Government will query SPRS to assess whether quoted prices are unreasonably high or low compared to historical prices for similar products.

Addendum to 52.212-2 Evaluation of Quotes: Commercial Products and Commercial Services
1. Basis for Award
In accordance with RFO12.203, the Government will evaluate all quotes based on the criteria specified in this addendum. The Government will award a single contract to the Quoter whose submission conforms to this solicitation and is evaluated as the Lowest Price Technically Approved Product, incorporating SPRS risk assessments.
2. Factor 1: Technically Approved Product
The quote must meet the technical requirements outlined in Attachment 1 and the submission instructions in 52.212-1. All subfactors are evaluated on a strict Acceptable/Unacceptable basis.
Quotes failing to meet the criteria for any subfactor may be determined "Unacceptable" and eliminated from consideration.
Subfactor Acceptable/ Unacceptable Criteria
1: Technical Specifications
ACCEPTABLE: The submitted documentation meets all of the following:
1.1 General Conformance: Literature and images clearly demonstrate the product meets or exceeds all requirements in Attachment 1. Brand names or equal products that meet or exceed the stated salient characteristics are acceptable. Information is consistent across all files.
1.2 Commercial Grade Requirement: Literature clearly demonstrates all items are Commercial Gym grade (not Home Gym grade).
1.3 Specific Weight Increments: Quote explicitly confirms inclusion of all mandated weight plates (45lb x6, 25lb x6, 10lb x10, 5lb x6, 2.5lb x2) and exact medicine ball weights (8lb, 10lb, 12lb, 14lb, 16lb, 20lb).
1.4 Security Constraints: Literature demonstrates compliance with correctional facility safety and technical constraints (specifically: tamper-proof hardware, integrated locking mechanisms, and the absolute absence of network connectivity, Wi-Fi, internet, or Bluetooth capabilities).
1.5 Country of Origin: Literature identifies a compliant place of manufacture (U.S., Qualifying, or Designated country).
UNACCEPTABLE: The documentation fails to demonstrate compliance, is contradictory, or is missing data. The quote proposes residential-grade equipment, proposes equipment with prohibited network connectivity, or the product is manufactured in a covered foreign country.
2: Capability Statement
ACCEPTABLE: The Capability Statement explicitly includes all of the following:
2.1 Point of Contact: Quoter POC Names and Phone Numbers.
2.2 Delivery: Affirmative commitment to deliver and assemble all equipment at the US Army Regional Corrections Activity-Europe (USARCA-E) located at BLDG 410, Sembach Kaserne, Sembach, Germany, within 90 calendar days of award (and no later than 01 August 2026).
2.3 Technical Constraints: Affirmative statement confirming all equipment meets technical constraints (specifically 220V compatibility and zero network/Wi-Fi/Bluetooth connectivity).
2.4 Warranty & Support: Evidence of a minimum one (1) year commercial warranty and confirmation of repair part availability in the European theater.
2.5 Subcontracting Statement: A clear prime contractor affirmation (performing 100% of the work) OR complete subcontractor documentation (including Letters of Intent).
UNACCEPTABLE: The Capability Statement is missing one or more of the mandatory elements requested in 52.212-1, or the provided proof is insufficient/invalid.
3. Factor 2: Supplier Performance Risk System (SPRS)
The Government will consider risk in accordance with DFARS 252.204-7024. Supplier risk and item price risk will be assessed using SPRS. Any Quoter concerns regarding SPRS assessments should be addressed per paragraph (d) of the cited provision.
SPRS Rating Definition
Acceptable Quoter has a Supplier Risk Score and Item Price Risk Score of Green, Purple, Blue, Black, or "Unknown" (no information found in SPRS).
Unacceptable Quoter has a Supplier Risk Score and Item Price Risk Score of Yellow, Red, or Grey.
Note: A Quoter will not be evaluated favorably or unfavorably if no SPRS rating information is found. "Unknown" risk is considered "Acceptable."
4. Factor 3: Lowest Price
Price submissions will be reviewed for completeness and compliance with 52.212-1. Incomplete price submissions may be rejected without evaluation.
• Evaluation Method: Price will not be numerically scored. The Government will evaluate the reasonableness of the quoted prices (realism will not be evaluated). Adequate price competition normally establishes a fair and reasonable price.
• Total Evaluated Price (TEP): TEP is calculated by adding all priced Contract Line-Item Numbers (CLINs) and Subcontract Line-Item Numbers (SLINs), including all optional CLIN/SLINs. Note: Evaluation of options does not obligate the Government to exercise those options.
• Taxes: Prices shall exclude taxes and duties from which the U.S. Government is exempt (per DFARS 252.229-7001, Alt I; 252.229-7003; and 252.229-7012).
• Item Price Risk: SPRS will be queried to compare quoted prices against historical prices for similar products. If a Quoter's TEP is evaluated as unreasonably high or low based on the SPRS price risk analysis, the quote may be removed from consideration.
