Addendum Three Summary
This is Addendum No. 3 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for Invitation to Bid (RFB) 23-26, a re-advertisement of RFB-255-25 for Sewer Upgrades Phase 3 at the Wastewater Treatment Plant at Carter Caves State Resort Park in Olive Hill, Kentucky. The project scope encompasses demolition of existing lagoons, sludge drying beds, control building, influent structure, and associated equipment, alongside installation of new screening structure, oxidation ditch aerators, clarifier splitter box, secondary clarifiers, ultraviolet disinfection system, control building, scum pump station, RAS/WAS pump station, and aerated sludge storage. A non-mandatory pre-bid meeting was held on August 5, 2025, with a question cutoff date of August 25, 2025. The official bid date was initially scheduled for September 9, 2025, at 1:30 P.M. Eastern Time but was moved to September 15, 2025, at 1:30 P.M. Eastern Time per Addendum No. 3. Construction completion is required within 630 days of contract award. The project is identified under DECA Account No. 670-CBAX-CC21-00 and GRW Project No. 4803-04.
Addendum No. 3, dated September 8, 2025, provides clarifications and modifications to the original bidding documents, including responses to thirteen bidder questions addressing concrete specifications, special inspections, waterproofing requirements, temporary chlorine line materials, excavation allowances, geotechnical considerations, backfill requirements, mechanical and HVAC equipment coordination, paint schedule applicability, and excess material disposal locations. The addendum incorporates revised and replacement drawings, updated specifications for high-performance paints and coatings and electric unit heaters, an existing control building limited demolition survey identifying fluorescent light fixtures and transformers as hazardous materials requiring special handling, and updated HVAC equipment schedules reflecting the elimination of roof-mounted exhaust fans in favor of ceiling-mounted configurations. All addenda from the original bid have been incorporated into the re-bid plan and specifications. Bidders must submit bids online through the Commonwealth eProcurement System with line item totals. Funding is provided entirely by DECA, with no requirements for BABA, American Iron & Steel, Davis-Bacon Wage Rates, or full environmental reviews. The project site is accessible via public roads through a one-lane asphalt drive requiring assessment for construction equipment access, and the wastewater treatment plant must remain operational throughout construction.

TO ALL PROSPECTIVE SUBMITTERS:
Be advised that the following clarifications and modifications are to be included in the above referenced Project:
Questions Answers
1. Will the addenda including all questions, changes, etc. from the original bid be included as part of these bidding documents?
All addendum items issued for the original bid have been incorporated into the Re-Bid plan/specs.
2. Is the shrinkage reducing admixture of 2% mentioned in the specifications required for all concrete applications on the project?
Yes, the shrinkage reducing admixture is required for all Class A and Class B concrete.
3. Are special inspections / concrete testing the responsibility of the contractor?
It is the responsibility of the Owner to hire the 3rd party special inspectors. It is the Contractor’s responsibility to ensure the special inspectors are given ample notification of all upcoming and ongoing work requiring inspection as well as providing safe means of access to inspect the work.
4. Are there any below grade waterproofing requirements for walls of new structures?
Provide embedded PVC waterstops at construction joints where shown on drawings. Provide vapor barrier under control building slab and along foundation wall as shown on Section 1/S-08-301.
There are no other waterproofing requirements.
5. What type of material and size is required for the temporary chlorine line? Does the temporary line need to be buried? If so, is there a detail on how to connect to the existing effluent structure?
The Contractor cannot impact the WWTP in such a way that causes a KPDES permit violation. A means for disinfecting and dechlorinating (if needed) needs to be provided if normal disinfection operations at the WWTP are inhibited, stopped, or interrupted. This could be temporary UV disinfection, chlorine tablets (with dechlorination), underground or above ground temporary chlorine dosing line (material needs to be compatible with whatever chemical is being used).
Sheet 13 of the as-built plans that are included in Appendix B show how the current disinfection structure is setup.

Questions Answers
6. The specification calls for unclassified excavation. A significant amount of rock is expected to be encountered according to the Geotech Report along with potential unsuitable soil and groundwater. Would the owner/engineer entertain an allowance to cover any rock removal/structural remediation for unsuitable soils.
No, allowance will be provided for rock removal or for unsuitable soils. There is a Geotechnical Report in Appendix A to aid with decision making and risk assessment.
7. Is the Geotech Report considered part of the Bidding Documents?
Yes, the geotechnical report is in Appendix A of the specifications.
8. What are the backfill requirements for the below grade structures? What is a suitable backfill material?
Backfill requirements are given in the Earthwork Specification Section 312000.
9. On Drawing No. P-00-602, Sheet Keynote 5 states “Provide water heater. Install water heater, bracket, shelf, and all piping as to allow for access to adjacent furnace filter,” On Drawing No. P-08-101, Sheet Keynote 5 states “ … Provide shelf, bracket and all piping as to allow access to adjacent furnace filter.”
No furnace is depicted on Drawing No. H- 08-101 or Drawing Number E-08-102. On Drawing No. E-08-102, an outline of something is shown, but there is no callout, tag, or other identification of what it is.
Please clarify and identify all intended elements and features. Additionally, we do not see any indication of a permanent heater in the Utility Room to provide freeze protection for the plumbing features.
Notes referring to furnace filter on plumbing drawings have been removed in addendum.
Unit heater has been included on HVAC drawing in this addendum.
E-08-102 updated to add electrical to new Unit Heater.
10. In Section 099610 (High Performance Paints and Coatings), Article 3.11 provides a Paint Schedule that includes 14 items to be painted. Many of the items in the schedule do not apply to this project (Pretreatment Building, Grit Removal System, Influent PS, etc.). Please provide a Paint Schedule that is applicable to this specific project.
See Revised specification requirements included in this Addendum.
11. Could a location, suitable for disposing of excess excavated materials and demolition debris, be identified inside the park for use by the Contractor?
Please see Appendix C of the specifications.

WASTEWATER PLANT – ADDENDUM NO. 1
SECTION 099610 – HIGH PERFORMANCE PAINTS AND COATINGS
PART 1- GENERAL
1.1 DESCRIPTION OF WORK
A. Provide all labor, materials, equipment and services for furnishing and installing the finishes as indicated on drawings and schedules, and as herein specified.
B. Work includes painting and finishing of interior and exterior exposed items and surfaces throughout project, except as otherwise indicated. Surface preparation, priming and coats of paint specified are in addition to shop-priming and surface treatment specified under other sections of work.
C. Work includes field painting of exposed bare and covered pipes and ducts (including color coding), and of hangers, exposed steel and iron work, and primed metal surfaces of equipment installed under mechanical and electrical work, except as otherwise indicated. In addition, the Contractor shall provide for the use of deep tone colors to be applied in selected areas as wall graphics, stripes and visual accents. The areas and colors shall be selected by the Architect- Engineer and shall not exceed 15 percent of the total wall surface area to be painted.
D. "Paint" as used herein means all coating systems materials, including primers, emulsions, enamels, stains, sealers and fillers, and other applied materials whether used as prime, intermediate or finish coats.
E. Surfaces to be Painted: Except where natural finish of material is specifically noted as a surface not to be painted, paint exposed surfaces whether or not colors are designated in "schedules".
Where items or surfaces are not specifically mentioned, paint the same as similar adjacent materials or areas. If color or finish is not designated, Architect-Engineer will select these from standard colors or finishes available.
F. Following categories of work are not included as part of field-applied finish work.
1. Pre-Finished Items: Unless otherwise indicated, do not include painting when factory-finishing or installer-finishing is specified for such items as (but not limited to) toilet enclosures, prefinished partition systems, acoustic materials, architectural woodwork and casework, and finish mechanical and electrical equipment, including light fixtures, switchgear, and distribution cabinets.
2. Concealed Surfaces: Unless otherwise indicated, painting is not required on surfaces such as walls or ceilings in concealed areas and generally inaccessible areas, furred areas, pipe spaces, and duct shafts.
3. Finished Metal Surfaces: Unless otherwise indicated, metal surfaces of anodized aluminum, stainless steel, chromium plate, copper, bronze and similar finished materials will not require finish painting.
4. Operating Parts: Unless otherwise indicated, moving parts of operating units, mechanical and electrical parts, such as valve and damper operators, linkages, sinkages, sensing devices, motor and fan shafts will not require finish painting.

PART 3 - EXECUTION
3.1 INSPECTION
A. Applicator must examine areas and conditions under which painting work is to be applied and notify Contractor in writing of conditions detrimental to proper and timely completion of work.
Do not proceed with work until unsatisfactory conditions have been corrected in a manner acceptable to Applicator.
4803-04 099610-5 HIGH PERFORMANCE PAINTS AND COATINGS
B. Starting of painting work will be construed as Applicator's acceptance of surfaces and conditions within any particular area.
C. Do not paint over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions otherwise detrimental to formation of a durable paint film.
3.2 SURFACE PREPARATION
A. General: Perform preparation and cleaning procedures in accordance with paint manufacturer's instructions and as herein specified, for each particular substrate condition.
1. Provide barrier coats over incompatible primers or remove and re-prime as required. Notify Architect-Architect-Engineer in writing of any anticipated problems in using the specified coating systems with substrates primed by others.
2. Remove hardware, hardware accessories, machined surfaces, plates, lighting fixtures, and similar items in place and not to be finish-painted or provide surface-applied protection prior to surface preparation and painting operations. Remove, if necessary, for complete painting of items and adjacent surfaces. Following completion of painting of each space or area, reinstall removed items.
3. Clean surfaces to be painted before applying paint or surface treatments. Remove oil and grease prior to mechanical cleaning per SSPC SP-1. Program cleaning and painting so that contaminants from cleaning process will not fall onto wet, newly-painted surfaces.
4. Abrasives for blasting shall be sharp, washed, salt free, angular, and free from feldspar or other constituents that tend to breakdown and remain on the surface.
5. Concrete floors shall be dry as indicated by testing in accordance with ASTM D4263, Standard Test Method for Indicating Moisture in Concrete by the Plastic Sheet Method.
B. Cementitious Materials: Per ASTM D4261, Standard Practice for Surface Cleaning Concrete Unit Masonry for Coating, prepare cementitious surfaces of concrete block to be painted by removing efflorescence, chalk, dust, dirt, grease, oils, and by roughening as required to remove glaze. Per ASTM D4262, Standard Test Method for pH of Chemically Cleaned or Etched Concrete Surfaces, determine alkalinity of surfaces to be painted by performing appropriate tests. If surfaces are found to be sufficiently alkaline to cause blistering and burning of finish paint, correct this condition before application of paint.
