About this file

This is Addendum Four to Invitation to Bid No. RFB-23-26, issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for sewer upgrades at Carter Caves State Resort Park in Olive Hill, Kentucky. The project involves Phase 3 wastewater treatment plant improvements, with the DECA account number 670-CBAX-CC21-00 and GRW project number 4803-04. The official bid date has been moved to September 17, 2025, at 1:30 P.M. Eastern Time. Susan Ward, Statewide Procurement Analyst II, serves as the contact for this procurement.

The addendum addresses contractor clarifications regarding temporary chlorine line specifications and rock removal contingencies. Contractors may implement various disinfection methods including temporary UV disinfection, chlorine tablets with dechlorination, liquid sodium hypochlorite, or peroxyacetic acid (PAA) solutions, with the option to use a 2-inch PVC chlorine dosing line that does not require burial if using 12.5% sodium hypochlorite. The contractor must coordinate with park staff for application at the existing effluent structure tie-in point and must ensure no KPDES permit violations occur. Notably, no allowance will be provided by the owner or engineer for rock removal or unsuitable soil remediation; contractors must rely on the Geotechnical Report provided in Appendix A for risk assessment and decision-making. All prospective bidders are required to conform to the changes outlined in this addendum and any additional modifications to be distributed by Lynn Imaging regarding specifications and drawings.

Questions Answers

1. What type of material and size is required for the temporary chlorine line? Does the temporary line need to be buried? If so, is there a detail on how to connect to the existing effluent structure?

The Contractor cannot impact the WWTP in such a way that causes a KPDES permit violation. A means for disinfecting and dechlorinating (if needed) needs to be provided if normal disinfection operations at the

WWTP are inhibited, stopped, or interrupted. This can be temporary UV disinfection, chlorine tablets with dechlorination, point of use liquid sodium hypochlorite with dechlorination, point of use peroxyacetic acid (PAA), underground or above ground temporary 2” PVC chlorine dosing line. If using 12.5% sodium hypochlorite the line does not need to be buried as the freezing point is approximately -15 degrees Fahrenheit. The contractor can choose to bury if desired. Contractor should coordinate with Park staff for application of liquid at existing tie in point at effluent structure.

2. The specification calls for unclassified excavation. A significant amount of rock is expected to be encountered according to the

Geotech Report along with potential unsuitable soil and groundwater. Would the owner/engineer entertain an allowance to cover any rock removal/structural remediation for unsuitable soils.

No allowance will be provided for rock removal or for unsuitable soils. There is a Geotechnical Report in Appendix A to aid with decision making and risk assessment.
