About this file
This Addendum Q&A document issued by the Florida Fish and Wildlife Conservation Commission (FWC) provides clarifications to Solicitation No. FWC 25/26-68 for mechanical mulching services at the Corkscrew Regional Ecosystem Watershed (CREW) Wildlife and Environmental Area in Collier County, Florida. The project involves mechanical treatment of invasive woody vegetation through mulching operations on a per-acre basis. Work must commence no sooner than April 27, 2026, and be completed no later than June 10, 2026, with final invoicing due by June 17, 2026. The sealed bid submission deadline is April 17, 2026, at 2:30 PM ET, with an anticipated award date of April 21, 2026. The contract will be effective for one year from the Purchase Order issuance, with FWC holding the option to renew for up to two additional years under the same terms and conditions.
The addendum clarifies that alternative equipment meeting Scope of Work specifications is acceptable, including excavators with flotation mats or amphibious excavators for challenging terrain conditions. No scheduling buffer or contingency extension will be granted; contractors must complete all contracted acreage within the specified timeframe, though Force Majeure provisions may apply in extraordinary circumstances. The total project budget across all three fiscal years is $300,000 ($100,000 per year), with payment issued for actual acreages mulched and approved by the FWC Contract Manager. References will be contacted on April 20, 2026, prior to award. Evaluation is based on lowest total price from responsive and responsible bidders. The South Florida Water Management District may separately procure up to $150,000 in additional mechanical treatment outside this FWC solicitation.
