The project involves mechanically cutting and coarsely grinding woody vegetation including Carolina willow, primrose willow, salt bush, wax myrtle, and Brazilian pepper to ground level, while preserving oak, maple, pine, and sabal palm trees. Work must commence between April 27, 2026, and be completed by June 10, 2026, with final invoicing required by June 17, 2026. The mandatory pre-bid conference and site visit is scheduled for March 31, 2026, at 1:00 PM ET at coordinates 2629'31.5"N 8132'02.5"W (4600 Corkscrew Road, Immokalee, FL 34142). The deadline for submitting written questions is April 7, 2026, at 5:00 PM ET, with sealed bids due April 17, 2026, at 2:30 PM ET. The anticipated award date is April 21, 2026. The contract will be effective for one year upon issuance of the Purchase Order, with FWC holding the option to renew on a yearly basis for up to two additional years under the same terms and conditions. Acreage to be mulched depends on funding and bid pricing, with the initial contract year budget not to exceed $100,000.
Pricing shall be submitted as a per-acre rate for the initial year and for each renewal year, with the total combined price used for award purposes. The bid will be awarded to the responsive, responsible bidder submitting the lowest total price. The estimated budget for the project is $300,000 across all potential contract years. The contractor must provide all necessary equipment, labor, supplies, and vehicles, including a Prinoth Raptor 500 or equivalent machine with ground pressure under 6 psi and a hydraulically driven rotary brush- or tree-cutter attachment. Equipment must arrive free of vegetation and soil to prevent invasive plant contamination. Work shall occur during weekdays only during daylight hours, with weekly progress updates required. The South Florida Water Management District may elect to procure additional mechanical treatment up to $150,000 separately from this FWC solicitation. If after the notice of intended decision or thirty
(30) days after bid opening, whichever is earlier, the Commission receives a public record request related to the solicitation, the Commission will provide copies of public records that are not exempt to the requester.
The Commission will endeavor to provide notice to the Bidder of all public records requests received related to documents provided by the Bidder that were marked pursuant to this paragraph. In no event shall the

SCOPE OF WORK
FWC 25/26-68
CREW WILLOW MULCHING
PROJECT DESCRIPTION
The Florida Fish and Wildlife Conservation Commission (FWC or Commission) is requesting bids for the mechanical treatment of invasive woody vegetation in the Corkscrew Regional Ecosystem Watershed
(CREW) Wildlife and Environmental Area (WEA) marsh (Figures 1 & 2). Vegetation to be mulched includes, but is not limited to, Carolina willow, primrose willow, salt bush, wax myrtle, and Brazilian pepper. Oak, maple, pine, and sabal palm trees are not to be mulched. Acres to be mulched will depend on funding and price per acre. Woody vegetation will be mechanically treated in late April – early June under an FWC purchase order contract up to $100,000.00 each project year.
Mulching should occur as close to the summer rainy period as possible. Rising water levels from summer rains will drown the willow before it regrows. Mulching can begin when soils are dry enough to avoid rutting or getting equipment stuck, as determined by the FWC Contract Manager. FWC will issue a Notice to
Proceed to the Contractor when soil conditions are good for work to proceed at least one week before work can begin.
