About this file
This is Addendum One to an Invitation to Bid (RFB-47-24) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for emergency HVAC services at the McCracken Regional Juvenile Detention Center under the Department of Juvenile Justice in McCracken County, Kentucky. The addendum, dated August 31, 2023, provides nine substantive modifications to the original bid specifications and contract documents. Key changes include: authorization for phased construction allowing demolition of the existing chiller and new piping installation prior to new chiller arrival with coordinated cooling outages requiring written owner approval; clarification that Bluegrass Kesco is the current chemical treatment contractor but is not required to be retained; addition of JCI to the manufacturers list for the air-cooled scroll chiller with final approval at shop drawing review; factory installation of heat trace on the chiller evaporator with omission of heat tracing on buffer tank, pumps, and piping; and specific modifications to the fill line system, expansion tank piping connections, and demolition procedures. The contractor must calculate system water volume to achieve 40% Propylene Glycol, assuming the existing chilled water coil holds 300 gallons.
The addendum establishes technical requirements for the chilled water system renovation, including mandatory use of new glycol and treatment chemicals with no reuse of existing glycol or equipment. A chemical treatment service report from June 20, 2023, documents that the chilled closed loop system currently operates with a rental trailer chiller and requires monitoring for future treatment needs due to piping and equipment changes. The project account number is listed as 523-CB1M-MK08-00, with Marcum Engineering serving as the design firm (Project No. 23580). Procurement is managed by Susan Ward, Statewide Procurement Analyst II.

ADDENDUM 1.00
AUGUST 31, 2023
The following Addendum Items shall be made part of the Contract Documents for the referenced project.
1.01 Refer to Section 10000 Special Conditions, Section 4. The Contractor shall have the option to complete demolition of existing chiller and portions of new piping installation prior to the new chiller arriving for a Phased approach to Construction. The Contractor shall coordinate any and all outages in cooling from the temporary chiller with the Owner and approvals of outages shall be in writing. Work that can be completed include but are not limited to: Installation of new piping, valves, insulation, wall penetrations, control valves, etc; demolition and capping of existing piping; demolition of existing chiller.
1.02 Refer to Section 232113 Hydronic Piping. The Owner’s current Chemical Treatment Contractor is Bluegrass Kesco. The Contractor is not required to utilize this Contractor but shall comply with the requirements of the Contract Documents. The existing conditions of the treatment system results are attached. The Contractor shall furnish chemicals and anti-freeze solution as specified. Reuse of existing glycol and/or equipment is not acceptable.
1.03 Refer to Drawing ME0.1 Air Cooled Scroll Chiller Schedule and Section
236423.13 Update the Manufacturers List to include “JCI”. Final approval will be reserved for the Shop Drawing review stage.
1.04 Refer to Drawing ME0.1 Air Cooled Scroll Chiller Schedule – Note 30. The unit shall be furnished with heat trace factory installed with insulation on the evaporator side of the chiller. Omit requirements for installation of heat tracing on buffer tank, pumps, and piping. Chiller controls shall be setup for freeze protection cycling of pumps.
1.05 Refer to Drawing ME1.1. Contractor shall removed existing chilled water fill line system including shutoff valves, bypass piping, and Pressure Reducing Valve.
Contractor shall connect new fill line system to outlet of existing backflow preventer with 1” water line. Install fill station per attached detail on Sketch XME1. Rout fill line and connect to system at air-dirt separator per Expansion Tank Piping Diagram.
1.06 Refer to Drawing ME1.1 – Mechanical Construction Tag Note 12. Route expansion tank piping and connect to top of air-dirt separator.
1.07 Refer to Drawing ME1.1. Existing Temporary Chiller connections for piping and power shall be removed by the Temporary Chiller supplier.
1.08 Refer to Drawing ME1.1 – Mechanical Demolition Tag Notes 7 and 12.
Contractor shall plug piping with T-Cone cleanout plug with black plastic cap.
1.09 Refer to Drawing ME1.1 and Section 232113. The Contractor shall assume the existing chilled water coil holds 300 gallons of water within the coil. The remainder of the system water volume shall be calculated by the Contractor to obtain 40% Propylene Glycol.

Opening Comment Worked with David. Thank you, Sir.
Hot Closed Loop Online This system is currently well treated for active corrosion control and is stable.
System water is clear.
Chilled Closed Loop Online This system now has a rental chiller on a trailer. This has caused a loss of treated system water and a drop in chemical residual.
Sodium Nitrite Control Limits is 800-1500 ppm (not low end of 1000 ppm).
So, this system is still well treated for active corrosion control and is within control limits.
No treatment feed is needed now.
Piping and equipment changes in the near future will likely impact this system and require more KL 609S chemical feed. David will inform me.
Closing Comment Thank you.
